Authorized Spokespersons <br />The citizen advisory committee Chair and Orange County <br />department director are authorized spokespersons for the advisory <br />committee. Other committee members may speak on behalf of the <br />advisory committee only upon authorization by the Chair or <br />department director. <br />11. Conflict of Interest <br />During citizen advisory committee meetings, a member shall abstain from <br />voting when he or she has a conflict of interest as defined by the County <br />governing board's policy. <br />During review proceedings, the applicant has the right to question the <br />conflict of interest of any voting member. The citizen advisory committee <br />Chair should consult with the County attorney on any potential conflict in <br />appeal matters. <br />Note: Conflict of interest is likely to be uniform for all CACs; thus this <br />section could be covered in a generic policy. <br />18 <br />
