,~ <br />WHEREAS, the residents of Orange County support Human Rights and recognize that the <br />"inherent dignity and the equal and inalienable rights of all members of the <br />human family are the foundation of freedom, justice and peace;" <br />NOW, THEREFORE, we, the Board of County Commissioners of Orange County, North <br />Carolina, do hereby proclaim <br />December 10 - 16, 201 O aS HUMAN RIGHTS WEEK <br />and <br />December 10, 2010 aS HUMAN RIGHTS DAY <br />and <br />December 15, 201 O aS BILL OF RIGHTS DAY <br />in Orange County and challenge residents to study and promote the ideas contained in these <br />documents to the end that freedom, justice, and equality shall not perish but will flourish and <br />be made available to all. <br />THIS THE 6th DAY OF DECEMBER, 2010. <br />Commissioner Foushee said that the Bill of Rights proclamation will be read on <br />December 10th at 12:00 noon on the courthouse steps in downtown Chapel Hill. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Hemminger <br />to adopt the Proclamation regarding Human Rights Week, Human Rights Day and Bill of <br />Rights Day and authorize the Chair to sign the proclamation. <br />VOTE: UNANIMOUS <br />Bryant Colson congratulated all of the newly elected Commissioners and thanked <br />Commissioner Foushee for her chairmanship and the newly elected officers and the <br />appointments of the Manager/County Attorney/Clerk. <br />6. Public Hearings-NONE <br />7. Regular Agenda <br />a. Whitted Building Health and Dental Clinic Project Approval <br />The Board considered approving the Health and Dental Clinic renovations at the <br />Whitted Building and the associated estimated project costs. <br />Asset Management and Purchasing Services Director Pam Jones said that the purpose <br />of this is to review the plans for the expansion of the dental and health clinics at the Whitted <br />Building. There will be increased patient flow and more amenities. The original plan was to <br />use the existing space almost like it was and to relocate to the Hillsborough Commons facility. <br />Since the County chose not to purchase this facility, the Whitted Building will be made more <br />serviceable for a longer period of time. The timeframe for the plans is a 7-10 year service, <br />which will probably mean 12-15 years of service. The primary concern at the Whitted Building <br />is the structural integrity of the building. In November, the Board agreed to continue <br />conversation with the Town of Hillsborough to look at the building for use by the arts <br />community. Corley Redfoot Zack has formulated the floor plan and the project should be <br />completed by mid-June. The project will be funded from Medicaid Maximization Settlement <br />funds. <br />11 <br />
