B. ORANGE COUNTY - TOWN OF HILLSBOROUGH FIRE SERVICE COLLABORATION <br />A motion was made by Commissioner Gordon, seconded by Chair Carey to approve extending <br />the fire inspection contract between the County and the Town through June 30, 1997, with the understanding <br />that the Town would then undertake fire inspections within its own jurisdiction. The County would then <br />consider a possible new, limited agreement to provide continuing technical support on Level III fire inspections. <br />If additional funds are allocated to the Orange Rural Fire Department, they would be funded from the fire <br />district tax. A letter will be written to the Town of Hillsborough indicating the County's concern with the Town <br />charging an additional administrative fee. <br />VOTE: UNANIMOUS <br />C. SCHOOL CONSTRUCTION STANDARDS <br />Budget Director Sally Kost summarized the information in the agenda. The County <br />Commissioners discussed the standards and the need to build schools which are functional and meet the <br />needs of the community. <br />Commissioner Crowther suggested including the costs for recreational use by the community in <br />the school construction standards. John Link indicated that there are two reports supporting using educational <br />facilities for community use and suggested that this be addressed when a bond issue is considered for funding <br />these facilities. <br />Commissioner Gordon feels that if these standards are adopted that a plan should be developed to <br />bring all the schools up to these standards. <br />A motion was made by Commissioner Crowther, seconded by Commissioner Halkiotis to receive <br />this report as information with a decision on school construction standards to be made by May 16, 1996. <br />VOTE: UNANIMOUS <br />D. 1996-97 GOALS AND OBJECTIVES <br />In answer to a question from Commissioner Gordon about the resources for the expansion of <br />the Efland sewer, County Engineer Paul Thames indicated that these resources would come in the form of two <br />grants. However, there is preliminary work that must be done before the County can apply for these grants, <br />and that work would cost $100,000. These grants would pay for the remainder of Phase I of the Efland sewer <br />system. <br />Commissioner Halkiotis asked about the extension of water and sewer to the Buckhorn EDD. <br />John Link said that the County will begin talking with Mebane during the first quarter of 1996-97 fiscal year. <br />Commissioner Gordon feels that the Board should wait on small area plans and take this up as <br />an item on a future agenda to decide which small area plan should be next. <br />A motion was made by Commissioner Crowther, seconded by Commissioner Halkiotis to <br />approve the 1996-97 goals as presented with the suggestions stated above. <br />VOTE: UNANIMOUS <br />E. UPPER NEUSE BASIN ASSOCIATION <br />A motion was made by Commissioner Crowther, seconded by Commissioner Halkiotis to <br />approve the resolution of intent to participate in the Upper Neuse River Basin Association as stated below and <br />authorize the Chair to sign on behalf of the Board. <br />RESOLUTION OF INTENT TO PARTICIPATE <br />IN THE <br />UPPER NEUSE RIVER BASIN ASSOCIATION <br />WHEREAS, Orange County is committed to the preservation and protection of the present high quality of <br />water in the Upper Neuse River basin, and <br />WHEREAS, Orange County recognizes the increasingly complex nature of water quality management issues <br />in the Upper Neuse River basin and acknowledges the need to coordinate with other affected jurisdictions on <br />water quality management programs; and
