The Board approved the supplemental information for the County's FY1996 Community <br />Development Block Grant Program Application in the Housing Development category and authorized the Chair <br />to submit the information to the Division of Community Assistance. <br />VOTE ON THE CONSENT AGENDA: UNANIMOUS <br />ITEMS REMOVED FROM THE CONSENT AGENDA <br />B. RENEWAL OF CONTRACT BETWEEN ORANGE COUNTY AND COLEMAN, <br />GLEDHILL, HARGRAVE, P.C. FOR CHILD SUPPORT ENFORCEMENT <br />In answer to a question about the number of times the County Attorney deals with Child Support <br />cases, Child Support Director Janet Sparks stated that they generally take in 180 cases a month. Of that <br />number, 130 need legal representation. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Crowther to <br />approve the contract with Coleman, Gledhill, Hargrave, PC, effective July 1, 1996 for provision of legal services <br />to the County's Child Support Enforcement agency. <br />VOTE: UNANIMOUS <br />1. BID AWARD - MAINTENANCE WORK AT THE HISTORIC COURTHOUSE <br />A motion was made by Commissioner Gordon, seconded by Commissioner Crowther to award <br />the bid for maintenance work to be done at the Old Courthouse and approve the contract, contingent upon <br />Attorney and Staff review, to Patriot Building company in the amount of $97,700; and authorize the Manager to <br />execute a change order for cupola repairs if additional funds are identified and authorize the Chair to sign the <br />contract on behalf of the Board. <br />VOTE: UNANIMOUS <br />IX. ITEMS FOR DECISION - REGULAR AGENDA <br />A. FIRE INSPECTION PROGRAM FEE SCHEDULE <br />Assistant County Manager Rod Visser summarized the information in the agenda. The <br />proposed fee schedule is based on the Board's direction to staff to develop a revised fee schedule that is more <br />fair than the existing schedule, while maintaining a structure that will recoup the costs of the fire inspection <br />program. <br />Business owner Lindsay Efland reiterated the consensus of the group that studied the <br />fairness of this schedule. He feels that the group can support this fee schedule as being an improvement <br />over the original fee schedule. There is still an equity issue that has not been addressed. He feels that County <br />buildings should also have to pay for this service. The equity issue could be resolved if these fees are funded <br />out of the general fund. <br />Geof Gledhill will investigate whether or not Hillsborough can charge Orange County to <br />inspect their buildings when Hillsborough takes over the inspections in Hillsborough. <br />Business owner Jack Davis said that he does not agree with the revised fee schedule. <br />He feels that the input of the group has not been heard. <br />Chair Carey reiterated that the fire inspections are State-mandated. At the time this <br />responsibility was put on the County, the County Commissioners made the decision to not make all the county <br />residents pay for these fees. The Board made the best decision for the larger majority of citizens. <br />Commissioner Halkiotis does not support this fee schedule because he feels it is high on the <br />low end for the small square footage and low on the high end with the large square footage. <br />After further discussion, it was decided that the staff would bring back to the next meeting a plan <br />for funding the program through a combination of general fund monies and fees. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Crowther to refer <br />this item back to staff to be brought back to the Board at their regular meeting on June 3, 1996. <br />VOTE: UNANIMOUS
