THEREFORE, the members of the Orange County Board of Commissioners do hereby thank Pat <br />Dickinson, upon her retirement from the Orange County Historic Preservation <br />Commission, for the service she performed on their behalf. <br />VOTE: UNANIMOUS <br />D. RESOLUTION OF APPRECIATION FOR BOB GWYN <br />Albert Kittrell presented for the Board's consideration of approval a Resolution of Appreciation <br />for Bob Gwyn, Chair of the Cable TV Advisory Committee. He was presented with a plaque and an Orange <br />County pen and pencil set. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Gordon to <br />approve the resolution as stated below: <br />RESOLUTION OF APPRECIATION <br />FOR <br />BOB GWYN <br />ORANGE COUNTY CABLE TV ADVISORY COMMITTEE <br />WHEREAS, Bob Gwyn has volunteered his services to the citizens of Orange County for more than <br />seventeen (17) years; and <br />WHEREAS, He has served with honor and dedication as a member of the Orange County Cable TV <br />Advisory Committee since 1979; and <br />WHEREAS, He was a leader in the first Cable TV Franchise Agreement in 1979; and <br />WHEREAS, He was involved in extensive negotiations with the Alert Cable TV Franchise Revision in <br />1986; and <br />WHEREAS, While serving as Chair from April 1991 - May, 1996, he was actively involved in the Cable <br />TV Rate Regulations Review Process, the transfer of Cablevision Industries (CVI) to Time <br />Warner Cable, and the Franchise Renewal for Time Warner Cable; and <br />WHEREAS, His membership on the Orange County Cable TV Advisory Committee, will end effective <br />May 28, 1996; <br />NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of Commissioners does <br />hereby recognize Bob Gwyn for his commitment, exemplary leadership, and distinguished <br />service to the citizens of Orange County. <br />VOTE: UNANIMOUS <br />E. RESOLUTION - JOINT PLANNING FOR PARKS AND RECREATION OPERATIONS <br />The County Commissioners considered a resolution which authorizes the County and Town <br />Managers to proceed with preparations for joint capital planning and joint operations for the respective Parks <br />and Recreation Departments. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Crowther to <br />approve the resolution as stated below: <br />A RESOLUTION AUTHORIZING THE MANAGERS OF THE TOWNS OF CARRBORO, <br />CHAPEL HILL AND HILLSBOROUGH, AND THE ORANGE COUNTY MANAGER TO <br />PROCEED WITH PREPARATIONS FOR JOINT CAPITAL PLANNING AND JOINT OPERATIONS FOR THE <br />RESPECTIVE PARKS AND RECREATION DEPARTMENTS <br />WHEREAS, in September, 1994, the Orange County Assembly of Governments recommended that the <br />staffs of Carrboro, Chapel Hill, Hillsborough, and Orange County make recommendations <br />to their respective governing bodies about opportunities for joint planning for and use of <br />capital improvements for recreation and park services, and that representatives of both <br />school systems be involved; and <br />WHEREAS, a work group was formed and presented its report to the Assembly of Governments on <br />January 30, 1996; <br />NOW, THEREFORE BE IT RESOLVED that the Board of Commissioners of Orange County hereby <br />authorizes the County Manager to proceed to:
