r <br />Objective 2-4a EMS <br />Credentialing and supervision of personnel not normally working in the EMS System. <br />There is currently no plan in place for this function, but discussions are ongoing with county <br />Public Health and UNC Healthcare. <br />Critical Benchmark 6 Terrorism Preparedness Exercises <br />Objective 6a EMS Participation in at least one Bioterrorism Exercise during FY 2003. <br />Orange County EMS will participate in a bioterrorism exercise in June, 2004. <br />SECTION II: PRIORITY ITEMS FOR FUNDING <br />Critical Benchmark 2-6 PPE for 125 people/1,000,000 Population <br />Objective 2-6a EMS <br />Capability to provide appropriate PPE for population served. Orange County EMS has the <br />requisite PPE including respirators, protective suits, and gloves to fulfill this requirement. This <br />equipment was purchased through the 2002 Department of Justice State Domestic Preparedness <br />Grant Program and the 2003 Department of Homeland Security State Homeland Security Grant <br />Program. <br />Critical Benchmark 2-7 Portable or fixed Decontamination Systems <br />Objective 2-7a EMS <br />Capability to decontaminate 15 ambulatory patients and Snon-ambulatory an hour with <br />assistance of call in staff. Orange County EMS cannot meet this baseline capability at this time. <br />We are requesting purchasing one decontamination shelter with accompanying water and <br />shelter heaters to assist us in meeting this baseline capability. <br />Critical Benchmark 2-10 Establish and ensures redundant communications <br />between health care facilities, state, and local health departments during <br />terrorist attack. <br />Objective 2-10a EMS <br />NC Medical Communications Network (NCMCN) system. Orange County EMS already has <br />NCMCN-capable UHR radios in all of our Initial Response Vehicles (QRV). We are requesting <br />funding to install NCMCN-capable UHF radios in our transport ambulance vehicles. <br />Critical Benchmark 2-5 Pharmaceutical Caches <br /> <br />Objective 2-5a EMS <br />Development or maintenance of any pharmaceutical cache. This is a Health Department <br />responsibility for Orange County and is being fulfilled by a separate funding source. <br />
