The firm(s) submitting the most highly-rated proposals may be invited <br />for interviews. If the County chooses to conduct interviews, the firm's Lead <br />Representative(s) must be present. <br />5.2 The County reserves the right to make an award without further discussion of the <br />submittal with the proposer. Therefore, the proposal should be submitted initially <br />on the most favorable terms that the firm or individual may propose. <br />5.3 The County reserves the right to award a contract to the firm or individual who, <br />in the sole judgment of the County, provides the most favorable responses to this <br />RFP pursuant to the Evaluation Criteria indicated above.. <br />5.4 The County reserves the right to reject any or all proposals, or to waive minor <br />irregularities in said proposals, or to negotiate minor deviations with the <br />successful firm. <br />6.0 SCOPE: <br />Responsibilities of the Auditor <br />6.1 Auditor shall provide all required labor, materials, equipment, and transportation required <br />to conduct an audit of electrical, water and gas utility billings for Orange County, North Carolina <br />for the purpose of identifying errors in the metering and billing process. The County has <br />approximately five (5) years of billing history available for this audit. The County shall make the <br />old billings available to the Auditor. Auditor shall be responsible for making copies of the billings. <br />6.2 If billing documents or other related material is required from the utility company the <br />Auditor shall receive written authorization from the appropriate County official before <br />requesting or obtain any billing documents. Any fees or costs associated with obtaining <br />billing documents shall be the responsibility of the Auditor and shall not be charged to <br />the County. <br />6.3 Auditor shall audit read histories to identify errors in metering and billing processes. <br />Auditor shall chart billings to determine variances from trends.
