12 <br />in an efficient, responsive, and non-discriminating manner through <br />organizational partnerships, available resources, and innovative <br />approaches. <br />The 2010-2015 Consolidated Plan provides the guidelines for implementation of the <br />above stated goals. It outlines the structure that will be used to meet the priority <br />goals for the five year period 2010 - 2015. <br />The FY 2010-2011 Annual Action Plan establishes the specific projects to be funded <br />through the CDBG and HOME programs. The funded activities collectively address the <br />three goals identified in the Five Year Consolidated Plan. <br />This five-year Strategic Plan for housing and community development is the result of <br />an extensive needs assessment and community outreach process by Orange County <br />and the Town of Chapel Hill. By gathering and applying a wide variety of research <br />data and community input, this comprehensive approach to housing and community <br />revitalization was developed. This plan outlines the goals and priorities serving as the <br />overall framework for the five-year strategy. <br />FY 2010-2015 Consolidated Plan 12 <br />
