(2) When access to the subdivision is across property owned by <br />other than the applicant and the property owner is unwilling to <br />grant, sell or otherwise convey the full required right-of-way <br />width to the applicant. <br />(3) When pre-existing conditions preclude the provision of full <br />right-of-way due to the pattern of adjacent development, <br />historical common access and/or site-specific physical <br />constraints. <br />IV-B-3-c-3. Grades -Proposed streets shall conform to grade standards adopted by the <br />Department of Transportation for public roads, or by Orange County for <br />private roads. <br />IV-B-3-c-4. Intersections -Streets shall be laid out so as to intersect as nearly as <br />possible at right angles and no street shall intersect any other street at an <br />angle less than sixty. Curves -Horizontal and vertical .curves steal! be designed by the subdivider <br />according to the standards of the N.C. Department of Transportation and in <br />the interest of public safety and general welfare. Factors to be considered, <br />among others, shall be the type and importance of the street,. sight distance, <br />anticipated traffic volume and design speed. <br />IV-B-3-c-7. Culs-de-sac - Culs-de-sac shall not be used to avoid connection with an <br />existing street or to avoid the extension of an important street. <br />*IV-B-3-c-8. <br />*Amended <br />4/4lss Access Restrictions - Where a subdivision adjoins a heavily traveled street <br />classified as arterial or collector in the Orange County Comprehensive Plan, <br />in the interest of highway safety, the subdivider shall be required to provide a <br />common driveway, a marginal access street parallel to the arterial or <br />collector, or reverse frontage on a smaller street when the only access to the <br />subdivision will be from an arterial or collector street. Where .access is <br />available to any internal subdivision street, whether by reverse frontage or <br />other lot arrangement, private driveways shall not have access to the arteria( <br />or collector. It is the intent of this section to minimize the number of points of <br />egress and regress to main roads within Orange County. <br />IV-B-3-c-9. Reverse Frontage -Reverse frontage may be required. along arterial streets <br />where deemed necessary for adequate protection of residential properties. <br />-29- <br />
