Also, regarding the tiered fee, he <br /> said that it would not just be urban users that have a lower fee, but also rural users that have <br /> private haulers. <br /> Commissioner Hemminger is concerned about the citizens understanding all of these <br /> fees. She is also concerned about the convenience centers being used more when the landfill <br /> closes. <br /> Solid Waste Director Blair Pollock said that when the 3-R fee was enacted, there was a <br /> huge public education campaign. He said that this could be made really clear. <br /> Commissioner Jacobs made reference to staff getting hurt helping people and said that <br /> he would like to see the written guidelines for staff helping people. The overall goal <br /> was to bring together all of the pieces from the different facilities to have a consistent policy <br /> throughout the County and would also be seamless for residents.
