Foushee, and Commissioners Alice <br /> Gordon, Pam Hemminger, Barry Jacobs, Mike Nelson, Bernadette Pelissier, and Steve Yuhasz <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: John Roberts and Annette Moore <br /> COUNTY STAFF PRESENT: County Manager Frank Clifton and Deputy Clerk to the Board <br /> David Hunt (All other staff members will be identified appropriately below). <br /> Chair Foushee called the meeting to order at 7:03 PM. <br /> Chair Foushee asked for a motion to go into closed session at the end of the meeting. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner Yuhasz <br /> to go into closed session at the end of the meeting for the purposes of: <br /> "To consider the qualifications, competence, performance, character, fitness, conditions <br /> of appointment, or conditions of initial employment of an individual public officer or employee <br /> or prospective public officer or employee;" NCGS § 143-813.11(a)(6); and <br /> "To discuss matters related to the location or expansion of industries or other <br /> businesses in the area served by the public body, including agreement on a tentative list of <br /> economic development incentives that may be offered by the public body in negotiations," <br /> NCGS § 143-318.11(a)(4). <br /> VOTE: UNANIMOUS <br /> Commissioner Gordon arrived at 7:04 PM. <br /> 1. Solid Waste Management Issues/Convenience Centers <br /> Solid Waste Director Gayle Wilson introduced this item. This item includes two issues. <br /> The first issue is an update to the December 2009 Transfer Station Motion. The background is <br /> stated below: <br /> The Board of Commissioners (BOCC) adopted a motion (attachment 1) in December 2009 that <br /> concluded the site search process for a waste transfer station that was to manage County <br /> solid waste once the current municipal waste landfill reaches capacity. This motion included <br /> provisions that: <br />
