PLANNING BOARD'S 2011 ECONOMIC DEVELOPMENT RELATED WORK <br />PLAN ITEMS <br />The BOCC authorized a work plan for the Planning Department in August 2009. <br />Following are items that remain to be completed, are related to the progression <br />of economic development opportunities, and are to involve the Planning Board. <br />These items should be a focus of the Planning Board's work in 2011. <br />1) Completion of initial Unified Development Ordinance; <br />2) Land Use Plan and Zoning text and map amendments to implement adopted <br />Small Area Plans; and <br />3) Design standards for Efland Core Mixed Use area. <br />The following provides additional detail on the above items: <br />1) Completion of initial Unified Development Ordinance — Scheduled for public <br />hearing on November 22, 2010 and forwarded to the Planning Board for a <br />recommendation thereafter. Planning Board may consider a special meeting in <br />December /January, if necessary to expedite review and recommendation. The <br />UDO is to be adopted by the BOCC by the end of February 2011. The initial <br />UDO will provide the necessary framework from which to refine regulations <br />related to economic development, permitted uses, and process standards. <br />2) Land Use Plan and Zoning text and map amendments — Several Small Area <br />Plans that have been completed by the County in recent years recommend <br />changes to the County's Land Use Plan and Zoning. Recommended changes <br />related to economic development opportunities can be divided into three <br />geographic areas in or adjacent to the County's existing Economic Development <br />Districts: Buckhorn- Mebane, Hillsborough, and Eno. These amendments are <br />complementary to recent changes to the Water and Sewer Management, <br />Planning, and Boundary Agreement. <br />These amendments are to be completed through two public hearings: <br />February 2011 — Land Use Plan text amendments (a prerequisite for the <br />following amendments) <br />May 2011 - Land Use Plan map amendments, UDO /Zoning text <br />amendments, and UDO /Zoning map amendments. <br />Additional specifics including maps, acreage estimates, and narrative will be <br />forthcoming from staff (See attached summary table). <br />
