Commission for the Environment <br />November 2010 <br />Objective NA -16: <br />Create a system of public and private open space and conservation areas, including <br />parks, nature preserves, and scenic vistas representative of Orange County landscape. <br />• The CFE advises County's Lands Legacy program in its efforts to protect the most <br />important natural and cultural resource lands through a variety of means. - <br />Objective WR -5: <br />Promote and participate in regional efforts to plan for use of water supplies in the region <br />in an equitable manner, including contingency planning for water supplies during <br />droughts. [Also Objectives WR -9, WRA 0, and WRA 5] <br />• CFE is staying abreast of Jordan Lake Partnership and advising staff as needed <br />• CFE is advocating full implementation of the Water Resources Initiative to ensure <br />planning for an adequate water supply for current and anticipated future needs <br />Identify any activities this commission expects to carry out in 2011 as they relate to <br />established BOCC goals and priorities. If applicable, is there a fiscal impact (i.e., <br />funding, staff time, other resources) associated with these proposed activities (list). <br />• Assist County staff with implementing the County's Environmental Responsibility Goal <br />• Advise County staff on implementing selected objectives of the Comprehensive Plan <br />• Assist in evaluating the County's carbon footprint, follow -up steps for GHG inventory <br />• Participate in Master Energy Plan effort (BOCC Priority #10) <br />• Stay abreast of Jordan Lake Partnership (water supply allocations) and the Jordan <br />and Falls Lake nutrient reduction rules; advice to the staff and BOCC as needed <br />• Continue to review /comment on plans for expanding Orange Well Net <br />• Help develop a comprehensive conservation plan for Orange Co (BOCC Priority #1) <br />• Participate in a proposed Biosolids Task Force (if appointed) <br />• Advise the BOCC on the affects of herbicides used to maintain road /utility ROWs <br />• Review "Capital Tree Program" and recommend options for Orange County <br />• Monitor UNC's transition from the use of coal to using biomass for power generation <br />• Review /comment on proposed stewardship /master plans for future parks /preserves <br />• Review /comment on plans for future parks and greenway trails <br />What are the concerns or emerging issues your board has identified for the upcoming <br />year that it plans to address, or wishes to bring to the Commissioners' attention? <br />• The need to implement the Water Resources Initiative to ensure planning for an <br />adequate water supply for current and anticipated future needs <br />• Upcoming statewide air quality standards (ozone, mercury, and particulate matter), <br />which could require additional controls on emissions from private and public sources <br />• Reducing the County's "carbon footprint" as follow -up to the 2005 greenhouse gas <br />inventory and to help implement the County's goal of Environmental Responsibility in <br />County Government (adopted 2005) <br />• A renewed focus on the sustainable use and conservation of energy resources <br />• Interest in the County giving special .consideration to advisory boards for input in the <br />BOCC decision - making process (e.g., at public hearings and public meetings) <br />• Assist County staff in developing a "Green Map" for Orange County <br />
