Two principles and priorities seem noteworthy with respect to the ASAB in calendar year 2010. These are: Budget Discipline and Core Services • Developed and began to implement the County's strategic plan for managing pet overpopulation in order to control medium and long -term costs. • Concentrated on core services with respect to internal prioritization and budget process. • Continued to seek effective partnerships with other organizations to address other service needs. • Communicated budget constraints to interested citizens and animal advocates. Making County Government Accessible Understandable and Transparent • Served as a sounding board for the BOCC on citizen concerns with policies and procedures. • Worked with staff to communicate with the BOCC regarding citizen concerns and ASAB recommendations via the Manager's Memo. • Worked with staff to inform the BOCC of strategic initiatives and significant policy considerations via public hearing comments and Work Session involvement. Advisory Board Roles and Responsibilities • Sustained ASAB and met its charge in the face of numerous vacancies necessitated by the BOCC review of boards and commissions. • Adjusted meeting schedule and established rotating responsibility for meeting summaries. • Acknowledged and adjusted to overall reductions in staff support. • Sought to align the ASAB with BOCC objectives particularly with respect to difficult decisions about budgets. The above is based upon the Guiding Principles and Identified Priorities that the BOCC used for the 2010 -2011 budget process.
