Another significant accomplishment has been working with staff to create and
justify an effective operating budget in the face of strong economic pressures to
downsize and reduce services. The ASAB has supported fee and fine increases
and the selective redefinition of some services. The ASAB has also advocated
for the maintaining core services including pre- adoption spay and neuter and
community spay and neuter efforts.
Finally, it should be noted that, for the first time, the ASAB assisted Animal
Services staff in the review of funding applications from outside agencies.
Application agencies included Eyes Ears Nose and Paws, Piedmont Wildlife
Center, and Triangle Wildlife Rehabilitation Clinic. This was a productive
endeavor and the ASAB looks forward to continued involvement with staff efforts
to link or even target the work of outside agencies that augments the "animal
services" that the County provides to its residents.
List of Specific Tasks, Events, or Functions Performed or Sponsored
Annually.
The ASAB supported and helped with the first annual Open House in 2010 and
wishes to be involved in the offering of an Open House on an annual basis. It is
the strong belief of the ASAB that such an annual event because brings residents
and attention to the Animal Services Center and its varied programs.
It should be stressed here that the ASAB also worked with and supported staff in
its basic areas of operation and core services. It does so even though the board
has no specific role or responsibility for these given that it is an advisory board.
A prime example is Animal Services' relatively high "live release rate" of
sheltered animals. The board collaborates with staff in a monthly and annual
statistical review, identifies different resources and standards, and stands ready
to discuss sheltering practices with citizens who may have questions or
concerns. It does all of this in addition to helping to promote animal adoptions
and encourage the recovery of lost animals.
Describe this board /commission's activities /accomplishments in carrying
out BOCC goal(s) /priorities, if applicable.
Work done by the ASAB in coordination with Animal Services staff touches a
variety of BOCC principles and priorities. These range from revenues as they
relate to fee and fine adjustments to citizen communication and participation in
relation to Animal Services policies and procedures and the affairs of the ASAB
itself.
