Orange County Alcoholic Beverage Control Board <br />o Base pay and pay increases (if any) are compared annually to the Orange <br />County Government and also to other NC ABC Boards with comparable sales <br />volume. <br />o The Board has had policies in effect for several years in regards to travel, <br />nepotism, conflicts of interest, code of conduct, gifts, meals and disclosure of <br />related activities. These policies are currently being reviewed and will be <br />modified as necessary. <br />• ABC Board's Mission Statement: <br />The Orange County ABC Board is an independent political subdivision of the <br />State of North Carolina that purchases, distributes, controls, and sells spirituous <br />beverages to the eligible citizens of, and visitors to, this County. This is <br />performed consistently with the applicable laws of North Carolina and rules of the <br />NC ABC Commission. Our united goal is to achieve balance in five important <br />areas: <br />• Providing the highest level of customer service. <br />• Contributing net profits to designated Orange County programs, such as <br />educational /rehabilitation, law enforcement and the Orange County General <br />Fund. <br />• Supporting efforts to ensure the legal sell of alcohol. <br />• Maintaining a dedicated workforce. <br />• Maintaining sufficient working capital to provide for expansion and <br />improvements. <br />• Accomplishments in the last 12 months <br />o We have distributed net profits of over $642.7k last fiscal year (FY09 -10), <br />which breaks down as $122.7k for alcohol education and rehabilitation, $120k <br />to local law enforcement agencies for alcohol law enforcement, and $400k to <br />the Orange County General Fund. <br />The Alcohol Education distributions are based on a grant process. By <br />State statue, the minimum distribution percentage is 7 %; however, the <br />Orange County ABC Board typically distributes between 14% and <br />15% for this endeavor. <br />The law enforcement distribution by statue is 5 %. The actual <br />distribution of the Orange County ABC Board was 17.6 %. <br />General Fund: In addition to the $400k paid to the General Fund, an <br />additional $63.7k was paid for retired employee health care plan <br />expenses. <br />Page 2 of 6 pages <br />
