eminent domain, and consider the impact of such actions on agricultural activity. <br />• Complete the Agricultural Development and Farmland Protection Plan. <br />• Prepare amendments to the VFPO to allow for the creation of EVADS and lower the <br />acreage requirement for enrollment in VADs and EVADs. Continue to promote the VAD <br />and EVAD programs and recommend new farms for designation in the program. <br />Objective AG -9: <br />Encourage Farmers to continue to be model environmental stewards and promote good <br />forest stewardship management practices using state and federal programs that provide <br />financial assistance. <br />• Complete the Agricultural Development and Farmland Protection Plan. <br />Identify any activities this boardicommission expects to carry out in 2011 as they <br />relate to established BOCC goals and priorities. <br />If applicable, is there a fiscal impact (i.e., funding, staff time, other resources) <br />associated with these proposed activities (please list). <br />Several of the First Year Action Steps in the Agricultural Development and Farmland Protection <br />Plan (Farm Plan) pertain to the BOCC Goals and Priorities as explained below: <br />Action steps that pertain to BOCC Goal Two, Priority 7: Improve intra- and <br />intergovernmental coordination, cooperation and collaboration. <br />Farm Plan Action Step 1d): <br />Begin a dialogue with staff and elected officials in Orange County and the municipalities in <br />and adjacent to Orange County to discuss agricultural issues. (Chapel Hill, Carrboro, <br />Hillsborough, Mebane, Durham, etc.) <br />Action steps that relate to BOCC Goal Three (multiple priorities): Implement planning <br />and economic development policies which create a balanced, dynamic local <br />economy, and which promote diversity, sustainable growth and enhance revenue <br />while embracing community values, and <br />Goal Five (multiple priorities): Create, preserve, and protect a natural environment <br />that includes clean water, clean air, wildlife, important natural lands and sustainable <br />energy for present and future generations. <br />Farm Plan Action Step le): <br />Work with County departments and educate landowners to ensure that the Present Use <br />Value program and the exemption from County zoning for agriculture are fully utilized to <br />promote agriculture, horticulture, and forestry. <br />Farm Plan Action Step 1f): <br />Meet with conventional farmers, individually and in groups, to discuss the challenges that <br />are unique to large landowners and to determine if local government can help. <br />Farm Plan Action Step IQ): <br />Work with NCSU staff to explore new ways to provide tax assistance for farmers. <br />APB Reporting Form 2010 <br />-3- <br />
