2. Whose management and daily business operation are <br />controlled by one or more of the socially and economically disadvantaged individuals who own <br />it. <br />The Contractor and its subcontractors can access a list of Disadvantaged, Minority and Women <br />Business Enterprises (DBE/MBE/WBE) which have been certified as such by the Department at <br />the following Web site: (http://apps.dot.state.nc.us/vendor/directory/). The list also contains <br />HUB firms that have been certified by the North Carolina Department of Administration, which <br />have done business with the Department in the past. Only those HUB/MBE/WBE firms with <br />current certification may be considered for participation. The listing of an individual firm in the <br />Department's directory shall not be construed as an endorsement of the firm's capability to <br />perform certain work. <br />(4) Procurement of Goods and Services. <br />(a) Procurement of Goods. In accordance with Executive Order 106, <br />and G.S. 143-48, all agencies are required to report the amount of purchases made through <br />Historically Underutilized Businesses (women, minority and disabled owned businesses, <br />disabled business enterprises, nonprofit work centers for the blind and severely disabled) to <br />Department of Administration of HUB Office. All HUB procurement activity must be reported to <br />the Department as defined in Subsection 8d(5) of this Agreement. <br />(b) Advertisement for the Procurement of Services (including <br />Management Contracts). <br />1. When soliciting proposals for work to be subcontracted <br />under this Agreement, the Contractor shall require all proposers to submit a listing of <br />HUB\MBE\WBE participation. Proposers must indicate the total dollar value of HUB/MBE/WBE <br />participation, or the word "zero" or number "0" in the event of no HUB/MBE/WBE participation. <br />Blank forms will not be deemed to represent zero participation. Proposals submitted that do not <br />have HUB/MBE/WBE participation indicated on the appropriate form will be considered non- <br />Project 07-US-056 Page 21 of 49 <br />Orange County <br />
