FEDERAUSTATE/LOCAL FY2004 EMGP AGREEMENT <br />AGENCY: Oranae County Emergencv Management <br />This is to certify that the above named agency agrees to successfully complete the activities below <br />in full partnership with the North Carolina Division of Emergency Management and the Federal <br />Emergency Management Agency. The appropriate Branch Manager and/or Area Coordinator will <br />review the progress of this agreement quarterly with the local Emergency Management <br />Coordinator, This report will also be the basis for continued funding during this fiscal year. <br />Please list in priority the Emergency Management activities you will work on or complete this fiscal <br />year, However, you are requested to complete the following activity: <br />2004..1 Each funded jurisdiction shall formulate/complete your National Incident Management <br />System Capability Assessment Too{ (NlMCAST) through September 30, 2005 <br />2004,2 Each funded jurisdiction shall report the status of completion of the NIMS Awareness <br />Course: Nafional Incident Management System {NIMS), An Introduction (IS-700) through <br />September 30.2005 <br />2004..3 Each funded jurisdiction shall report the status of completion of The National Response <br />Plan Course (NRP) {IS-800) through September 30t 2005 <br />2004.4 Each funded jurisdiction shall report the status of completion of the course (ICS-100) An <br />Introduction to ICS (online) and {ICS-200} Basic ICS Course (Classroom) through <br />December 31, 2005 <br />2004.5 Each County by September 30, 2006 shall work to: <br />• Incorporate NIMS into existing training programs and exercises <br />Ensure that federal preparedness funding (including HSGP funds) support NIMS <br />implementation {in accordance with the eligibility and allowable uses of the grants) <br />Incorporate NIMS into Emergency Operating Plans (EOPs) <br />• Promote intrastate mutual aid agreements <br />• lnstitutional.ize the use of the Incident Command System (ICS) <br />• Formally recognize NIMS and adopt NIMS principles and policies„ Counties should <br />establish resolutions or ordinances to formally adopt NIMS <br />2004.6 Sign additional local governments to the County Mutual Aid Agreement or as necessary <br />update your current County Mutual Aid Agreement; send in new or updated agreement by <br />Mav 31, 2008; <br />2004.7 At a minimum, at least one person from each funded jurisdiction should attend the Fall <br />Emergency Management Association Conference.. Attendance of all local EM staff at both <br />the Spring and Fall conferences is encouraged, but not required; <br />2004..8 Each funded jurisdiction should conduct a training assessment using the NCEM Needs <br />Assessment #o determine the types of training needed to further develop and maintain a <br />quality Emergency Management Program in that jurisdiction. Training requirements <br />should be coordinated through the NC Division of Emergency Management's Branch <br />Offices and the Logistics Section. Your completed training needs assessment document <br />should be sent to the Division of Emergency Management, Planning Section Training <br />Branch by November 15, 2005; <br />2004.9 Each funded jurisdiction should plan for and participate in a minimum of two disaster <br />exercises annually. Exercises should include multiple local andlor state agencies, and <br />may take the form of a table-top or a functional activity„ Exercise activity should be <br />coordinated with your appropriate Branch Office; and the Division's Planning Section <br />Training Branch, including details and dates of your exercises; <br />
