150 <br />the Saddle Club Road site is prepared and the lease is signed, they can <br />reconsider at that time. <br />A motion was made by Commissioner Willhoit, seconded <br />Commissioner Insko to approve plans to proceed with the development of t„e <br />Saddle Club Road site if another site is not found by December 31, 1994 and <br />to request that staff bring back the lease for Board approval. <br />The Board emphasized that the alternative site must be viable and <br />the owner willing to negotiate. <br />VOTE: AYES, 4; NOS, 1 (Commissioner Gordon because another site which is not <br />so close to the Alamance County line would be preferable and she would like <br />to give the residents additional time to locate another site) <br />B. CARRBORO BRANCH LIBRARY <br />A motion was made by Commissioner Gordon, seconded by Commissioner <br />Insko to approve and authorize the Chair to sign an agreement with the Chapel <br />Hill-Carrboro Schools to provide a public library at the Charles and Lucile <br />McDougle Middle School contingent upon County Attorney and School Board <br />approval. <br />VOTE: UNANIMOUS <br />C. POLICIES AND PROCEDURES FOR THE ORANGE COUNTY CIVIL RIGHTS <br />ORDINANCE <br />A motion was made by Chair Carey, seconded by Commissioner <br />Halkiotis to approve the policies and procedures as presented with the <br />exception of a new section 12 on amendments which will be presented <br />ipproval at the next regular meeting of the Board. <br />VOTE: UNANIMOUS <br />D. CABLECASTING CAPABILITIES FROM SOUTHERN _HUXAN_SERVICES BUILDING <br />After a brief explanation by Purchasing Director Pam Jones, the <br />Board agreed they would like to have capabilities at least as technically <br />excellent as those for the Town of Carrboro, with capabilities ranging <br />somewhere between those of Carrboro and Chapel Hill. They asked that a <br />contract be brought back to the Board for a consultant who will determine the <br />enhancements needed for lighting and acoustics and the equipment required for <br />cablecasting from the facility and associated cost for purchase and <br />installation. Commissioner Halkiotis will contact someone he knows at <br />Alamance College to see if he will volunteer these services. <br />X. REPORTS - NONE <br />XI.
