6 <br />area shall be excluded from the calculations of subdivision and the county <br />shall not retain any funds. <br />If a county that does not retain funds or a municipality that does not <br />receive an allocation of funds begins to operate a public transportation <br />system, that county or municipality shall begin retaining or receiving funds <br />beginning the first day of July that is more than 30 days thereafter. <br />Funds Collection <br />o The additional vehicle registration fee becomes effective on the date set <br />by the Board of County Commissioners in the resolution levying the tax. <br />o The effective date must be the first day of a month and may not be earlier <br />than the first day of the third sixth calendar month after the board of <br />trustees adopts the resolution. <br />o Collection entity: <br />o The Division of Motor Vehicles shall collect and administer the tax <br />for vehicles located within the County. Upon receipt of the <br />resolution, the Division of Motor Vehicles shall proceed to collect <br />and administer the tax. The Division of Motor Vehicles may adopt <br />rules to carry out its responsibilities. <br />o The County shall collect and administer the tax for vehicles located <br />only partially within the jurisdiction of the county. The county may <br />contract with one or more local governments in its jurisdiction to <br />collect the tax on its behalf. <br />
