ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: December 14, 2010 <br /> Action Agenda <br /> Item No. - C <br /> SUBJECT: Electronic Listing for Business Personal Property <br /> DEPARTMENT: Tax Administration PUBLIC HEARING: (YIN) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Resolution <br /> Draft Contract Jo Roberson, Tax Administrator, 245-2725 <br /> PURPOSE: To approve a resolution providing for an electronic means by which business <br /> owners and/or representatives can effectively list all business assets using an online electronic <br /> listing mechanism; and to approve an agreement with Tax Management Associates, Inc. (TMA) <br /> for the online business personal property listing service. <br /> BACKGROUND: In October 2010, Orange County moved all tax records and processes over <br /> to new platforms from a 32 year old operation system. The new system allows the County to <br /> provide an electronic listing system to the business public that will in turn lessen the time to <br /> complete the listing process both for the public and internal staff. Additionally there should be a <br /> significant savings in the amount of paper production required by both the County and the <br /> public. <br /> After the first year of this service, the County will be in position to allow notices of listing <br /> requirements to be sent electronically to those that use the system to list for 2011. The ultimate <br /> goal is reducing the amount of paper document production, postage and production costs for <br /> Fiscal Year 2012-2013 and beyond. <br /> FINANCIAL IMPACT: There is no financial impact associated with approval of this item. The <br /> County Attorney and Tax Administrator have been working with TMA regarding the "fee service" <br /> and other provisions of the agreement. A revised agreement is in process. Staffs position is <br /> that the County will not incur any costs with this agreement. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) Authorize the Tax Administrator to proceed with the electronic listing process for <br /> business personal property; <br /> 2) Approve the attached resolution; and <br /> 3) Approve the attached agreement with Tax Management Associates, Inc., subject to final <br /> review by staff and the County Attorney, and authorize the County Manager to sign the <br /> agreement. <br />
