14 <br />Attachment B <br />Orange Soil and Water District /Orange County <br />Partnership Initiative <br />Whereas, the Orange Soil and Water Conservation District (the District) and the Orange County <br />Department of Environment, Agriculture, Parks and Recreation (DEAPR) share a similar <br />mission and have many goals, objectives, programs and responsibilities of mutual interest; and <br />Whereas, the District and DEAPR have a long history of working together on farmland <br />preservation, water resources, environmental education and other joint tasks, which have resulted <br />in over $3.5 million in grant funds accruing to projects in Orange County, and <br />Whereas, the mission of Soil and Water Conservation Districts statewide is evolving into greater <br />emphasis on land and water conservation initiatives which closely mirror activities and programs <br />of the DEAPR; and <br />Whereas, the District and DEAPR are co-located adjacent to each other in the County's <br />Environment and Agricultural Center; and <br />Whereas, the DEAPR Director is the assigned administrative department head for the District for <br />certain County policies, functions and protocols; and <br />Whereas, a recent reorganization proposal for County government proposed a formal partnership <br />linkage by interlocal agreement between the District and DEAPR, and this concept was <br />favorably received by the Orange County Board of Commissioners and the Orange Soil and <br />Water Conservation District Board of Supervisors: <br />NOW, THEREFORE, BE IT RESOLVED: <br />THAT THE DISTRICT AND ORANGE COUNTY ANNOUNCE THE INTENTION TO <br />ENTER INTO A PARTNERSHIP INITIATIVE, WHICH FORMALIZES EXISTING <br />ARRANGEMENTS AND CREATES A NEW AND EXPANDED AFFILIATION BETWEEN <br />THE DISTRICT AND DEAPR FOR JOINT CONSERVATION ACTIVITIES AND THE <br />SHARING OF RESOURCES, AND PROVIDES FOR AN ADMINISTRATIVE "HOME" <br />WITHIN COUNTY GOVERNMENT FOR THE DISTRICT - IN AFFILIATION WITH <br />DEAPR. <br />THE PARTNERSHIl' INITIATIVE WOULD BE EFFECTIVE UPON <br />BE IT FURTHER RESOLVED THAT THE DISTRICT AND ORANGE COUNTY AGREE <br />TO REVIEW AND AMEND THE NATURE, OF THE PARTNERSHIl' DESCRIBED HEREIN <br />ON A REGULAR BASIS, ON ALTERNATE YEARS OF THE ANNUAL CONSERVATION <br />12 <br />
