<br />Required Tob Creation -Minimum 200 new jobs <br />Wade Requirements <br />o Must be at least equal to average wage (by appropriate category) to <br />Durham County wage <br />o Health insurance must at least equal that required by Article 3J <br />credits (at time of Resolution this required health insurance for full <br />time positions with 50% of premium paid by company) <br />Process -Developer provides county with written statement containing <br />the following information: <br />o Estimated value and square footage of project <br />o Estimated value and type of equipment <br />o Estimated design/construction costs of land preparation if County <br />is being asked to pay for these activities <br />o Description of product/ service of company <br />o Name/address of developer seeking incentive <br />o Estimated number jobs created and corresponding salaries <br />o Location of project <br />o Schedule for construction or relocation <br />o Identify if facility will have on site child care(*optional) <br />o Description of any sustainable features (*optional) <br />Evaluation Criteria <br />o Incentive as deciding factor ("But for...") <br />o Amount of investment <br />o Number new jobs <br />o Type of business relative to tax base <br />o Company reputation <br />o Existence of competitors for project <br />o Location in community (*optional) <br />o Capacity of available infrastructure(*optional) <br />o Value of incentives with respect to taxes collected <br />o Prior incentives awarded to developer <br />o Capacity of available infrastructure (*optional) <br />o Sustainable design/construction/operating practices (*optional) <br />Miscellaneous Information <br />o No awards to properties classified as 'historic' for ad valorem <br />taxation <br />o Several claw-back provisions are included <br />o Claw-back provisions take effect if company doesri t not employ at <br />least 90% of employees promised in contract or if reduce employees <br />by more and 10% within 5 years of contract <br />o Claw-back also applies if facility closes within specified time period <br />schedule <br />
