2 <br />suggest that any benefits to expanding or new businesses be tied to directly capital investments <br />and job creation for County residents and that any benefits not be provided to businesses until <br />after the thresholds for those benefits have been met, not simply established. Jobs created <br />should be required to pay the County's "living wage" as a minimum and any full-time positions <br />should be provided health insurance through the employer. <br />FINANCIAL IMPACT: There is no financial impact associated with the Board discussing a <br />potential framework to encourage and support the expansion of existing businesses and the <br />location of new businesses in the County. <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />1) discuss a potential framework to encourage and support the expansion of existing <br />businesses and the location of new businesses in the County; <br />2) Provide direction to staff regarding the possible development of a formalized <br />framework/policy; and <br />3) Discuss and provide any initial direction to staff regarding the parameters of a formalized <br />framework/policy, including any conditions to consider as part of the benefits available to <br />expanding businesses and/or new businesses. A formal policy would be brought back to <br />the Board for approval. <br />
