It is possible to achieve our <br /> goal, as it appeazs that our MSW generation rate remains steady while population increases <br /> slowly at 1.5%to 2%per year. Until last year,the total amount landfilled per capita had <br /> continued to decrease, even when we account for what is landfilled out-of-county included as it <br /> is in each year's state report. <br /> Following projected landfill closure in early to mid 2013,no final formal agreement has yet been <br /> made for long-term disposal. The County has conducted preliminary dialog with the City of <br /> Durham about use of their transfer station for MSW transslupment and the County has stated its <br /> intention to 1 take tlie tons under its control to the City of Durham transfer station. The various <br /> Town managers and the County Manager have begun dialog on whether to develop a cooperative <br /> partnership to all ship waste to the same location or determine that the Towns should each make <br /> their own arrangement for disposal. Those discussions aze ongoing and have not yet resulted in <br /> any recommendations to the elected bodies. <br /> Other operations now conducted at the Eubanks Road facility axe projected to continue including <br /> construction and demolition waste burial,yard waste and clean wood waste mulching,collection <br /> and transfer of tires,white goods, scrap metal,and conventional recyclables processing and <br /> transfer. <br /> Evaluation of Program Performance <br /> Even without an implemented formallong-term plan,county solid waste efforts continue to <br /> evolve and change. Cardboard was added to curbside recycling in 200$-09 for a contract cost of <br /> $0.15 per household in the urban areas. County-run rural routes experienced a slight increase in <br /> hauling time due to increased volume from cardboard causing trucks to have to leave routes and <br /> dump sooner than they did before the additional volume was added. Overall recycling tonnage <br /> dipped 0.9%in 2008-09 compared to 2007-08 (tables 1-h and 1-I). Commercial recycling efforts <br /> expanded in the past two years to another 150 stops and tonnage increased 20%last year. Market <br /> value for all commodities,especially paper has improved dramatically in the past eight months <br /> and this year the County took on processing and marketing of urban curbside tonnage, increasing <br /> 32 <br />
