The administration recommends that the County Commissioners deny . <br />the request for the rezoning on the basis that there was no error in the <br />original zoning of the property and that the Land Use Plan can better be <br />implemented through the creation of an Economic Development District in that <br />area cooperatively with the Town of Hillsborough. The Administration further <br />recommends that the county Commissioners pursue aggressively with the Town of <br />Hillsborough a cooperative venture to designate the NC 86/1-85 interchange <br />area as an Economic Development District. <br />In answer to a question from Commissioner Halkiotis on why the <br />owners thought there was an alleged error, Ms. Willis said that the use they <br />proposed for the property was permitted in the higher zoning designations but <br />not permitted in the lower designations of the CC-3 zoning. <br />Commissioner Insko stated that in essence the County is delaying <br />the change because if an Economic Development District is created, it would <br />include all this property. <br />A motion was made by Commissioner Insko, seconded by Commissioner <br />Willhoit to approve the Administration recommendation as stated above and to <br />contact the Town of Hillsborough as soon as possible to move ahead on the <br />possibility of designating the NC 86/I-85 interchange area as an Economic <br />Development District. <br />John Paliouras stated he has been trying to rent this propert--,"',, <br />since October for a car lot. He has one in Alamance County. His problem i,,. <br />that there is a massage parlor which makes the entrance to Hillsborough look`, <br />terrible. He wants to make a living and give back to the community. He asked <br />that this rezoning be approved. <br />Chair Carey said that he appreciates the situation and that the <br />County plans to work with the Town of Hillsborough so that the area can be <br />developed in a coordinated way with the surrounding area. There will be an <br />opportunity for public input during the deliberations. <br />VOTE: UNANIMOUS <br />Attorney Geof Gledhill said that one of the advantages of an <br />Economic Development District is that the zoning of all that property <br />including the massage parlor can be reviewed. <br />C.
