construction of streets, and either final site grading or the pouring of concrete pads) completed before <br />March 16, 1981. <br />Flood and flooding means a general and temporary condition of partial or complete inundation of <br />normally dry land areas from the overflow of inland or tidal waters and the unusual and rapid <br />accumulation of runoff of surface waters from any source. <br />Flood boundary and floodway map (FBFM) means an official map of an Orange County, issued <br />by the FEMA, on which FEMA has delineated the Special Flood Hazard Areas and the floodways. This <br />official map is a supplement to and shall be used in conjunction with the FIRM. <br />Flood fringe means that portion of the SFHA outside of the floodway as defined in the FIS and <br />with the boundary of the 100 -year floodplain. <br />Flood hazard boundary map (FHBM) means an official map of a Orange County, issued by the <br />Federal Emergency Management Agency, where the boundaries of the Special Flood Hazard Areas have <br />been defined as Zone A. <br />Flood Insurance means the insurance coverage provided under the National Flood Insurance <br />Program (NFIP). <br />Flood insurance rate map (FIRM) means an official, adopted Orange County map, issued by the <br />FEMA, on which both the Special Flood Hazard Areas and the risk premium zones applicable to the <br />county are delineated. <br />Flood Insurance Study (FIS) means an examination, evaluation, and determination of flood hazard <br />areas, corresponding water surface elevations (if appropriate), flood insurance risk zones, and other <br />flood data in Orange County issued by FEMA. The FIS report contains an evaluation and determination <br />of flood hazards and corresponding flood profiles, as well as FIRMs and FBFMs, if published. <br />Floodplain or Flood Prone Area refers to any land area susceptible to being inundated by water <br />from any source and is interchangeable terms. <br />Floodplain Administrator is the individual appointed to administer and enforce the floodplain <br />management regulations. <br />Floodplain Management means the operation of an overall program of corrective and preventive <br />measures for reducing flood damage and preserving and enhancing, where possible, natural resources in <br />the floodplain, including but not limited to emergency preparedness plans, flood control works, <br />floodplain management regulations, and open space plans. <br />Floodplain Regulations means this Ordinance and other zoning ordinances, subdivision regulations, <br />building codes, health regulations, special purpose ordinances, and other applications of police power, <br />which control development in flood prone areas. This term describes federal, state or local regulations <br />in any combination thereof, which provide standards for preventing and reducing flood loss and damage. <br />Flood Proofing means any combination of structural and nonstructural additions, changes, or <br />adjustments to structures, which reduce or eliininate risk of flood damage to real estate or improved real <br />property, water and sanitation facilities, or structures with their contents. <br />
