Any inhabited structure within any SFHA shall have unobstructed, dry access during a <br />regulatory flood event. <br />16 New fill material within any SFHA shall be prohibited. <br />(Ord. of 8 -28 -1995, § 5.1, eff. 8 -28 -1995) <br />Sec. 42 -92. Specific standards. <br />28 <br />In all SFHAs where BFE data has been provided, as set forth in Section 42 -37 or 42 -69, the <br />following provisions are required: <br />Residential Construction. No new residential construction is allowed. Substantial <br />improvement of any residential structure (including manufactured homes) shall have the <br />reference level, including basement, elevated no lower than two feet above the regulatory <br />flood protection elevation. Should solid foundation perimeter walls be used to elevate a <br />structure, opening sufficient to automatically facilitate equalization of hydrostatic flood <br />forces on exterior walls shall be provided. County option to exceed minimum standard <br />Non - Residential Construction. No new non -resi entia construction is allowed u stantial <br />improvement of any commercial, industrial, or other non - residential structure shall have the <br />reference level, including basement, elevated no lower than two feet above the regulatory <br />flood protection elevation. Structures located in A, AO, AE and Al -30 Zones may be flood <br />proofed no lower than two feet above the level of the base flood elevation in lieu of elevation <br />provided that all areas of the structure below the required flood protection elevation are <br />watertight with walls substantially impermeable to the passage of water, using structural <br />components having the capability of resisting hydrostatic and hydrodynamic loads and the <br />effect of buoyancy. A North Carolina licensed Professional Engineer or Architect shall <br />certify that the standards of this subsection are satisfied. Such certification shall be provided <br />to the official as set forth in Section 42 -68. <br />3. Manufactured Homes. <br />a. No new manufactured homes are permitted. Replacement manufactured homes shall be <br />elevated so that the reference level of the manufactured home is no lower than two feet <br />above the regulatory flood protection elevation. <br />b. Manufactured homes shall be securely anchored to an adequately anchored foundation to <br />resist flotation, collapse, or lateral movement according to the State of North Carolina (5) <br />Regulations for ManufacturedlMobile Homes, 1995 Edition, and any revision thereto <br />adopted by the Commissioner of Insurance pursuant to NCGS X143- 143.15 or a certified <br />engineered foundation. Additionally, when the elevation would be met by an elevation <br />of the chassis thirty -six (36) inches or less above the grade at the site, reinforced piers or <br />other foundation elements of at least equivalent strength shall support the chassis. When <br />the elevation of the chassis is above thirty -six (36) inches in height, an engineering <br />certification is required. <br />
