Any alteration, repair, reconstruction, or improvements to a structure, which complies with <br />the provisions of this Ordinance, shall meet the requirements of "new construction" as <br />contained in this Ordinance. <br />9. Non- conforming buildings or uses or other development may not be enlarged, replaced, or <br />rebuilt unless such enlargement or reconstruction is accomplished conforming to the <br />provisions of this Ordinance. Provided, however, nothing in this Ordinance shall prevent the <br />repair, reconstruction, or replacement of a building or structure existing on the effective date <br />of this Ordinance and located totally or partially within the floodway, non - encroachment <br />area, or stream setback, provided that the bulk of the building or structure below the <br />regulatory flood protection elevation in the floodway, non - encroachment area, or stream <br />setback is not increased and provided that such repair, reconstruction, or replacement meets <br />all of the other requirements of this Ordinance. <br />10. New solid waste disposal facilities, hazardous waste management facilities, salvage yards, <br />and chemical storage facilities shall not be permitted in SFHAs. <br />11. A structure or tank for chemical or fuel storage incidental to an allowed use or to the <br />operation of a water treatment plant or wastewater treatment facility may be located in a <br />SFHA only if the structure or tank is either elevated or flood proofed to at least the <br />regulatory flood protection elevation and certified according to Section 42 -68(3) of this <br />Ordinance. <br />12. Storage of the following chemical compounds shall be prohibited within SFHAs: <br />a) <br />Acetone, <br />n) <br />Potassium, <br />b) <br />Ammonia, <br />o) <br />Sodium, <br />c) <br />Benzene, <br />p) <br />Sulfur, <br />d) <br />Calcium carbide, <br />q) <br />Acetylene gas, <br />e) <br />Carbon disulfide, <br />r) <br />Gasoline and any petroleum <br />f) <br />Celluloid, <br />product, <br />g) <br />Chlorine, <br />s) <br />Treated lumber, <br />h) <br />Hydrochloric acid, <br />t) <br />Charcoal or coal dust <br />i) <br />Prussic acid, <br />u) <br />Polychlorinated biphenyls <br />j) <br />Magnesium, <br />(PCBs), <br />k) <br />Nitric acid, <br />v) <br />Polynuclear aromatic <br />1) <br />Oxides of nitrogen, <br />hydrocarbons (PAHs), <br />m) <br />Phosphorus, <br />w) <br />Volatile organic compounds (VOCs). <br />�' <br />x) <br />Or any priority pollutants listed in Table 1 of Section 307 <br />of the <br />Clean Water Act (P. L. 92 -500), as amended. <br />13. The storage of the following materials shall be prohibited within SFHAs: <br />a. Lumber (both recycled and new), <br />b. Construction debris, <br />c. Scrap metal, and <br />d. Junked or derelict vehicles, <br />14. Hospitals, nursing homes, foster care facilities, sheriff's facilities, fire stations, emergency <br />operations centers, and vehicle and equipment storage facilities shall not be permitted in <br />SFHAs. <br />
