Benedict, Director, ext 2592 <br />Glenn Bowles, Planner II, ext 2577 <br />TELEPHONE NUMBERS: <br />Hillsborough 732 -8181 <br />Chapel Hill <br />Durham <br />Mebane <br />968 -4501 <br />688 -7331 <br />336- 227 -2031 <br />PURPOSE: To receive the Administration's recommendation and Planning Board comments <br />concerning the proposed revisions to the Flood Damage Prevention Ordinance, to close the <br />public hearing and to make a decision. <br />BACKGROUND: The form and content of this ordinance is the same as presented to the <br />Board of Commissioners at their Quarterly Public Hearing (QPH), except for the following items <br />which were added because of comments at the QPH and from the Planning Board review and <br />recommendation: <br />1. Section 42 -91 General Standards 12. is revised to include not only PCBs and delete any <br />petroleum product, but also add to "Gasoline" "and other petroleum products" and also <br />list Polychlorinated biphenyls (PCBs), Polynuclear aromatic hydrocarbons (PAHs), <br />Volatile Organic Compounds (VOCs), and "any priority pollutants listed in Table 1 of <br />Section 307 of the Clean Water Act (PL 92 -500), as amended. <br />2. Section 42 -92 Special Standards, Subsection 1 is revised to state, "New Construction <br />within the SFHA shall be prohibited. Substantial improvement of any existing residential <br />structure ..." Subsection 2 is revised to state, "New Construction within the SFHA shall <br />be prohibited. Substantial improvement of any existing commercial, industrial, or other <br />non- residential structure ..."and similarly in subsection 3. <br />3. Sec. 42 -32 (b) wording changes, <br />4. Sec. 42 -33 moved forward and bolded for emphasis, <br />5. Accessory Building definition — added additional examples, <br />6. Areas of Shallow Flooding —differentiate between the AO and AH zones, <br />7. Floodplain definition — provide better differentiation between the various `flood" terns, <br />8. Post -FIRM / Pre -FIRM wording, <br />9. Riverine definition refined, <br />10. Salvage yard definition refined, <br />
