<br />Chair Carey said that the County Commissioners received a copy of a letter from the <br />Town of Hillsborough requesting a joint task force for historic preservation. This will be <br />discussed at one of the joint meetings. <br />Chair Carey said that they received another request from the Division of Water <br />Resources for comments on the removal of the dam on Pleasant Green Road. <br />Commissioner Jacobs made reference to the letter from Hillsborough, task #5, "Review <br />of the NC Rehab code for implementation in Orange County." He was surprised that this would <br />not be something that Orange County is already doing. He wants to find out now if this is being <br />done or not and not wait until the meeting with Hillsborough. <br />Chair Carey said that the Sheriff wrote a letter to the County Commissioners about the <br />activities at the Buckhorn flea market and what they found in the way of violations of the law. <br />He asked the Board to ask the County Attorney to look into options for asking for special <br />legislation to provide some extra resources for the Sheriff's office for regulatory enforcements <br />at the flea market. He does not want to use County taxpayer money to address this. <br />Commissioner Halkiotis said that he is supportive of this. He asked whose responsibility <br />it is to make sure that the sales taxes are being collected and Geof Gledhill said that it is the <br />Department of Revenue. Commissioner Halkiotis. said to send a request directly to the <br />Department of Revenue. <br />Chair Carey said that there is a request from the Orange County Board of Health related <br />to House Bill 239 about incorporating smoking restrictions into the County's ordinance. <br />4. County Manager's Report <br />John Link said that they as a staff will express to the Board of County Commissioners <br />their zeal in addressing energy issues. He listed the things that are being done. There has <br />been $730,000 cut by reducing unnecessary travel by 25%. He is looking forward to working <br />with Commissioner Halkiotis and speaking to Commissioner Jacobs' point of having a point <br />person to be the energy "zealot." As far as he is concerned, this is a top priority. They are still <br />hoping to purchase some alternative fueled vehicles. <br />Regarding the water levels, the aqua sheet is the present status of the water levels at <br />Lake Orange, the OWASA reservoir, and the Hillsborough reservoir. The water levels are <br />getting lower by the day and conservation will become mandated within days. <br />5. Items for Decision--Consent Agenda <br />A motion was made. by Commissioner Foushee, seconded by Commissioner Halkiotis to <br />approve those items on the consent agenda as stated below: <br />a. Minutes <br />The Board approved the minutes for June 16 and August 16, 2005 as submitted by the <br />Clerk to the Board. <br />b. Appointments -None <br />c. Motor Vehicle Property Tax Release/Refunds <br />The Board adopted a refund resolution, which is incorporated by reference, related to 68 <br />requests for motor vehicle property tax releases or refunds in accordance with North Carolina <br />General Statutes. <br />d. Budget Amendment #2 <br />The Board approved budget ordinance, grant project ordinance, and capital project <br />ordinance amendments for fiscal year 2005-06 for Department of Social Services, Health <br />Department, Emergency Management, Elections, Animal Services Facility Capital Project <br />Ordinance, and Southern Orange Senior Center Capital Project Ordinance. <br />
