He explained that coordination of services will be <br /> a primary focus. <br /> Commissioner Gordon asked that the project be client driven and <br /> that outreach into the community to get parents from the target population <br /> involved in helping formulate the process will help the child to not be <br /> overwhelmed by a lot of professionals. <br /> A motion was made by Commissioner Willhoit, seconded by <br /> Commissioner Insko to approve interim funding for FY 1993--94 in the amount of <br /> $10, 000 for the start-up of the Orange County Communities in Schools (CIS) <br /> Project. <br /> VOTE: UNANIMOUS <br /> B. SADDLE CLUB ROAD SOLID WASTE SITE DEVELOPMENT <br /> The purpose of this report was to update the Board of County <br /> Commissioners on plans for development of a Solid Waste Convenience Center on <br /> Saddle Club Road in Cheeks Township. This plan was presented to the County <br /> Commissioners on November 16, 1993 at which time the Board approved the <br /> conceptual plan to enter into a long-term lease with the property owner for <br /> development of a Solid Waste Convenience Center on the property located on <br /> Saddle Club Road. The next steps in developing this site are listed in the <br /> agenda abstract on page two. <br /> In answer to a question from Commissioner Willhoit about the extent <br /> of public input, Wilbert McAdoo said that meetings were held in the community, <br /> soliciting input on what would be included at a Solid Waste Convenience Center <br /> (SWCC) and also input on location of any available land. Also, the Orange <br /> County Solid Waste Committee held various meetings out in the townships. A <br /> public hearing was not held on this particular site. <br /> The Board discussed the location of the site and what would be <br /> required to improve the site so it would be attractive for the community. <br /> Wilbert McAdoo said that other options for collection of solid <br /> waste were reviewed. There is not the growth in this area to support curbside <br /> collection. <br /> Mr. Steve Scarlett spoke for the Saddle Club and High Rock <br /> Community. He stated that they are against this site for a SWCC. In summary, <br /> he feels it is too close to the Alamance County line, will lessen the value <br /> of their homes and cause damage to the road. He suggested the County consider <br /> the Frazier Road site or private haulers. <br /> Carl Walters, owner of the proposed site; showed the proximity of <br /> the present site to the proposed site. He described the area and emphasized <br /> that this proposal will not hurt property values. He listed others in the <br />
