(~onitoring <br />The COPS Office performs various functions to ensure compliance with grant <br />requirements and provide technical assistance to grantees Grant monitoring activities are - <br />routine during the grant period, and may occur up to three years following the end of the <br />grant funding. These functions, and others, may require the p~uction of grant-related ,_ - <br />documenfation and other materials. The grantee agrees to cooperate with any such <br />requests for information. . <br />The Public Safety Partnership and Community Policing Act of 1994 states that evaluations <br />of the program may be carried out or commissioned bj+ the Attorney General for the <br />furtherance of purposes of the Act <br />Grantees maybe required to accommodate routine and non-routine efforts. by the COPS ` <br />Office or Departnent of Justice agencies to examine how your agency isusingthe-federal <br />funds, both programmatically and financially. <br />The most common montoring methods are: <br />1. Site_Visits: Certain grants are selected for on-site monitoring visits. If selected, an <br />agency will be notified in.writing in advance of any on-site review of its COPS grants.. <br />A report is written following the visit and the agency is notified in writing of the results <br />and of any complance issues requiring remedial action. <br />2.Office-Based Grant Reviews: Certain grants are selected for a review conducted <br />at the COPS Office. The agency is contacted at the start of this review and COPS <br />monitoring staff want with the agency tD correct any grant problems or defiaencies <br />through telephone, fax, or written correspondence with the agency. <br />3. Camoiaints: The COPS Office responds to complaints from citizens, labor <br />associations, media, and other sources. Written complaints or allegations can be <br />mailed to the CDPS Office Grant Monitoring Division, and may result in a review of <br />your agencys grants to determine compliance with grant conditions.. <br />Grantees are responsible for remedying any grant noncompliance that is identified <br />through these or other monitoring or auditing acclivities. Remedies for noncompliance may <br />include, but are not limited to, suspending grant funds, repaying misused grant funds, <br />voluntary withdrawal from or involuntary termination of remaining grant funds, and bars <br />from receiving future COPS grants. To avoid findings of noncompl'~ance, grantees are <br />strongly encouraged to contact the CDPS Office at any time during the Fife of a COPS <br />grant with questions concerning grant requirements and also to produce all relevant <br />documentation that may demonstrate grant compliance during these monitoring activities. <br />B.. Audtt Requirements <br />In addition to oversight, guidance, and counsel provided by the COPS Office, your grant <br />maybe sub}ect to an audit by independent examiners. The two primary types of audits are <br />Single Audit Act (SAA) audits and Department of Justice (DOJ}, Office of the Inspector <br />General (OIG) audits <br />39 <br />
