COPS Interoperable Communications Technology Grant Program broader context of the jurisdiction's interoperability plans Such an explanation could include information on the governance structure overseeing the effort; a communications system plan; a deployment plan; an operations, maintenance, and training plan; andlor a finanaal plan The COPS Office is committed to avoiding duplication of existing networks or IT systems in any initiatives funded for law enforcement informaton sharing systems which involve interstate connectivity between jurisdictions Therefore, such-COPS-funded systems should employ, to the extent possible, existing networks {e g., Law Enforcement Online (LEO), Regional information Sharing Systems (RIBS}, Joint Regional Information Exchange System (DRIES}, etc) as the communication bacic4one to achieve interstate connectivity Designated jurisdictions are invited to submit applications. far Interoperable communications projects that include: • Purchasing Interoperable communications equipment for multi-disciplinary and multi- jurisdictional public safety communications projects • Providing local jurisdictions with the equipment or services they need to participate on larger public safety, commercial, or.other shared networks • The purchase and deployment of portable gateway solutions. • The purchase of technologies to upgrade or enhance the ability of law enforcement systems to improve the timeliness, effectiveness, and accuracy of criminal justice information exchanges • Any other technology that can be demonstrated to significantly increase interoperabilifywifhin the public safety commun'dy Applicants may also request assistance for other technologies 'rf the application demonstrates how the proposed technology wilt improve interoperability among the fire service, taw enforoement and emergency medical service commun'sties Because of the administrative harriers and significant project delays related to environmental review under the National Environmental Policy Act {NEPA), the COPS Office will not fund requests for costs that include construction under the 2f)Q5 COPS Interoperable Communications Technology Program (e.g , towers, base stations or buildings) Any proposed costs requiring environmental review will be deemed disallowed during budget clearance by the COPS Office This year, proposals will be accepted to improve both voice Interoperable communications andlor data information sharing If an Interoperable communications plan has not been developed, the application should also include a description of how the plan will be established as part of the proposed project Budget requests may tie made in the categories of: • Equipment • Supplies • TraveUTraining • Contractslconsultants [Note: any consultant or contracting charges associated with your project over $4501day will require documented justification and prior written approval by the COPS Office Determinations will be made on acase-by-case basis j • Other costs • In addition, 'stems that have a direct correlation to the overall success of a grantee's project objectives and are necessary for the project to reach full implementation will be considered on a case-by-case basis by the program team 37
