An Agreement has been reached to correct <br />the violation on or before January 1, 1994. <br />H. STATUS OF CHAPEL HILL SENIOR CENTER AS A COUNTY MANAGED FACILITY <br />The Board confirmed that the Chapel Hill Senior Center is now <br />considered part of the network of County-managed Senior Centers and <br />approved a permanent, thirty hour per week Senior Center Facility Manager <br />position for the Chapel Hill Senior Center. <br />VOTE ON THE CONSENT AGENDA: UNANIMOUS <br />ITEM REMOVED FROM THE CONSENT AGENDA <br />E. PYROTECHNICS PERMIT FOR THE UNC DEAN SMITH CENTER <br />A motion was made by commissioner Willhoit, seconded by Chair <br />Carey to approve a pyrotechnics permit for a concert to be held at the Dean <br />Smith Center on January 8, 1994. <br />Commissioner Insko said she was glad to hear that the Smith <br />Center turned down a request from the Grateful Dead. Until she heard that <br />she felt that the Smith Center had not helped reduce violence and demands <br />on the public safety staff. She does not want to approve things that will <br />..place additional demands on the citizens of Orange?County or Chapel Hill or <br />Carrboro. She would like to see the Smith Center make a policy statement <br />or provide guidelines to reduce that kind of event held last year. <br />Chair Carey was glad that the University declined the Grateful <br />Dead a return appearance. He reminded the Board that the County has an <br />agreement that if County resources are used, the County will be reimbursed <br />for all direct costs. <br />VOTE: AYES, 2; NOS, 3 (Commissioners Gordon, Halkiotis and Insko) <br />IX. ITEMS FOR DECISION - REGULAR AGENDA <br />A. WATERSHED PROTECTION STANDARDS AND ZONING OF LITTLE RIVER AND <br />CEDAR GROVE TOWNSHIPS <br />The four citizens who expressed a desire to speak were heard <br />first. <br />Robin Mulkey, Bingham Township, asked that the County <br />Commissioners not restrict the landowners with stronger watershed <br />protection standards than those mandated by the State. <br />Earl Davis noted he has just been appointed to the Little River <br />Township Advisory Council. He is astonished that they have not had a <br />meeting for two years. With regard to the farmers, he noted that all they <br />have for retirement is their land. <br />Howard McAdams, President of the Orange County Farm Bureau, <br />asked that the County Commissioners adopt the watershed standards mandated <br />by the State. He read a statement in support of these watershed standards <br />and asked that the Board vote no for water regulations in excess of the <br />state regulations.
