653 <br />Robin Mulkey asked that the County Commissioners not create a <br />new County department with additional expense and another level of <br />bureaucracy. She asked that the Board have respect and concern for the <br />taxpayers in orange county. <br />Commissioner Gordon was concerned about how the hearing panel <br />for each case would be appointed and, in general, what the Commission's <br />policies and procedures would be. <br />It was agreed that the County Commissioners would approve the <br />policies and procedures for the Human Relations Commission which will be a <br />separate document and not part of the ordinance. <br />Chair Carey explained that with regard to the ordinance covering <br />orange County employees, one option would be to contract with another Human <br />Relations commissions or to work with the State Referral Agency which deals <br />with complaints. The County does have a good system in place to address <br />employee complaints. <br />A motion was made by Commissioner Insko, seconded by <br />Commissioner Willhoit to receive the revised ordinance with the amendment <br />that the County Commissioners will approve the policies and procedures of <br />the Human Relations commission and agree to adopt the revised ordinance <br />subject to concurrence of the other jurisdictions or municipalities. <br />VOTE: UNANIMOUS <br />X.
