2 <br />• Political parties may use facilities in accordance with G.S. 163-99, and defined in G.S. <br />163-96 for the express purpose of annual or biennial precinct meetings and county and <br />district conventions so long as the event does not conflict with the operation of the <br />building. <br />• County Facilities may not be used in the promotion of individual candidates; however, <br />courtrooms would be available for candidate forums that involve a full slate of candidates <br />running for office. <br />• Meetings held by recognized political parties pursuant to General Statutes will not be <br />charged a use fee, but will be subject to cleaning and utility fees. This does not conflict <br />with Statute. <br />• Schools, other local, state and federal governments using County facilities may do so at <br />no cost other than cleaning and utility fees UNLESS the same school, local, state or <br />federal government charges the County for use of facilities owned by that entity; in such <br />case, fees as presented in the fee schedule would apply. <br />• Selling of food, concessions or merchandise at County facilities is prohibited. However, <br />these activities may be carried out at a recreational facility, providing the proper Vending <br />permit is obtained from the County. Environmental Health regulations may apply. <br />• Alcoholic beverages are prohibited on County property, except as authorized by the <br />County Manager by special written permit. Host liability insurance would be required of <br />the user to ensure the County's liability was minimized. <br />• If an event reaches a size that warrants special consideration, the use permit may be <br />predicated upon additional conditions being met such as: proof of liability insurance, <br />provision of on-site security, off-site parking. Hog Day is an example of this type of <br />event. <br />• Facility kitchens may be used with permission. <br />o A fee is likely to apply <br />o Users must clean up adequately or be subject to a clean up fee <br />• Clean up requires recyclables be separated appropriately. <br />• A/V or public address equipment or presentation technology is not provided by the <br />County, except in the theater at the Seymour Center, where qualified staff must set up <br />and operate the equipment. Users will be subject to special fees for this service. <br />• Reservations will be accepted 90 days in advance or less, except for Senior Centers and <br />recreational facilities where private parties (such as weddings) need longer lead time for <br />reservations. <br />• No group may reserve space continuously so as to preclude its use by others (i.e. <br />standing meetings). <br />Use categories or classifications have been developed and appear in Section 4.2 of the Policy. <br />Only events classified as public purpose, as defined by the Policy, may be held in County <br />facilities, with the exception of events within Category Six, which allows private use for social <br />and recreational non-public purpose events (such as wedding receptions or anniversary <br />parties). These events can be held ONLY at the two Senior Centers and at Recreational <br />facilities. The fee schedule covering Category Six events is based on full cost-recovery and is <br />in keeping with area market rates for similar facilities. <br />
