These include energy shortages, rising energy <br />cost, environmental impact of energy usage, legislative demands and increased <br />awareness of lighting costs. He used overheads to show the problems they <br />faced in trying to conserve energy and how they solved those problems. He <br />talked about fluorescent T-12 lamps and stated that the smaller the diameter, <br />the more efficient they are. Mr. Hayes presented several case studies for,UNC <br />buildings which indicated what was replaced, implementation cost, <br />payback/years and internal rate of return. He also presented information on <br />energy efficient motors. <br />Paul Thames briefly stated the recommendations as included in the <br />agenda abstract. These six recommendations are listed below: <br />1. Concentrate efforts in energy conservation on improving lighting <br />efficiency. <br />2. implement a program to investigate the lighting requirements of <br />every County building. <br />3. Investigate technology for energy savings other than lighting <br />fixtures. <br />4. Develop and implement a County energy policy. <br />5. Investigate replacement or modification of central heating and <br />cooling systems. <br />6. Identify specific projects. <br />John Link suggested that County staff bring back to the county <br />commissioners a specific proposal to retrofit the gym and other projects. He <br />will develop a multi-year plan which he will present to the Board of County <br />commissioners each year for approval. <br />Commissioner Willhoit asked for the staff to identify the cost of <br />..delaying and doing a multi-year plan with doing all the projects at one time. <br />Commissioner Insko asked that the design manual for the Economic <br />Development Districts include promoting energy efficiency. <br />VIII. ITEMS FOR DECISION - REGULAR AGENDA <br />A. CABLE TV RESOLUTION AND CABLE TELEVISION SERVICES AGREEMENT <br />Albert Kittrell presented for consideration of adoption a <br />resolution providing for the regulation of cable TV rates. This resolution <br />would authorize an agreement with Triangle J Council of Governments to provide <br />cable rate regulation administration. <br />Bob Gwyn, Chair of the Cable TV Citizen Advisory Committee stated <br />that in order for the County to regulate rates for cable they need someone <br />with the expertise in that area to advise them. This is a reasonable way to <br />get some technical assistance so that the County can make knowledgeable <br />decisions when'the cable companies ask for an increase in their rates. <br />A motion was made by commissioner Willhoit, seconded by <br />Commissioner Gordon to adopt the resolution as stated below providing for the <br />regulation of cable rates, and enter into a cable television services <br />agreement with Triangle J Council of Governments and to authorize the Chair <br />to sign on behalf of the Board. <br />A RESOLUTION TO PROVIDE FOR THE REGULATION OF BASIC SERVICE TIER RATES AND <br />RELATED EQUIPMENT, INSTALLATION AND SERVICE.
