563 <br />NOW, THEREFORE, the Orange County Board of Commissioners HEREBY RESOLVES: <br />Section 1. The Shaping Orange County's Future Steering Committee shou" <br /> continue its work in order to design a process for developing ...... <br /> community building and comprehensive quality growth strategy for <br /> Orange County and the municipalities. <br />Section 2. The Steering Committee should complete the design of this process <br /> by the target date of December 1, 1993. Following the completion <br /> of their report, the Steering Committee or their designated <br /> representative will report to the elected boards of Carrboro, <br /> Chapel Hill, Hillsborough, and Orange County. <br />Section 3. The community building and comprehensive quality growth management <br /> strategy which results from this process could be used as a basis <br /> for creating a community building and comprehensive quality growth <br /> strategy for the region. <br />Section 4. This resolution shall become effective upon adoption. <br />VOTE: UNANIMOUS <br />B. COMPREHENSIVE CONSERVATION AND MANAGEMENT PLAN FOR THE ALBERMARLE- <br />PAMLICO ESTUARINE STUDY <br />Marvin Collins indicated that a few months ago Joe Hollowell <br />reported on the Estuarine Study that has been going on for a number of years. <br />The final draft copy of the comprehensive conservation and Management Plan for <br />that region has been completed. A series of public hearings are being held <br />to solicit input from various sectors and local government boards. He finds <br />that there is a tremendous amount of consistency with the County's watershed <br />protection measures. A resolution supporting this plan is being presented fo-"" <br />Board approval. Upon adoption it will be forwarded to the state for inclusiC. <br />in the record of comments on the draft plan. <br />Joe Hollowell stated that they are trying to develop a blueprint <br />or a plan for the future as it relates to maintaining the integrity of natural <br />resources. <br />In answer to a question from Commissioner Gordon, Marvin Collins <br />stated that there is no financial impact to the County at this time. A lot <br />of study still needs to be done. Some of the recommendations will not be out <br />until the year 2000. Any changes will probably be put forth on the same basis <br />as. the state has done on protecting watersheds. There will probably be..a..task <br />farce to look into the whole issue of stream buffers in great detail. If that <br />task force comes forth with recommendations, it may be that the County will <br />want to amend their own stream buffer requirements. <br />In answer to a question from commissioner Halkiotis about logging <br />operations, Joe Hollowell stated that the existing law requires foresters, <br />loggers, landowners, etc. to follow forestry best management practices. As <br />long as they follow these BMP's, they are exempt from the Sedimentation <br />Pollution Control Act. What is happening is that landowners are contracting <br />with loggers who do not follow BMP's and then the landowner is held <br />responsible. <br />A motion was made by Commissioner Willhoit, seconded by <br />Commissioner Insko to adopt the resolution stated below supporting the <br />recommended goals, objectives and management actions as contained in the <br />Comprehensive Conservation and Management Plan for the Albemarle-Pamlico <br />Region, correcting the map to show approximately 50% of Orange County in the <br />region and that the Staff be authorized to forward the resolution to the APE- <br />Public Involvement Office.
