569 <br />to her presentation on September 7 when she presented a preliminary list of <br />projects that Orange County might want to look at as priority projects for <br />,., <br />funding consideration by NCDOT through the TIP. The Board asked that staf, <br />evaluate five of those projects. Those evaluations are listed in the agenda <br />abstract. The five projects are listed below: <br />(1) Improvements to Homestead Road <br />(2) 1-85 Corridor Projects <br />(a) best management practices for erosion control during and after <br />construction <br />(b) bike and pedestrian access <br />(c) wildlife corridor <br />(3) Street Paving Programs <br />(4) Intersection Improvement Countywide <br />(5) Railroad Grade Crossing Improvements Countywide <br />Carol Carter explained that including the paving of rural roads in the <br />TIP could result in these roads not being paved for six to eight years. She <br />listed several options for funding improvements to secondary roads. One <br />option is to contact the local Board of Transportation members and request <br />that discretionary funds be used for street paving programs. Another option <br />is for the County to work with the NCDOT Board members in determining <br />allocations and priority listings for the Secondary Roads Improvement program <br />which is developed annually. <br />The Board agreed to meet with the local board members to talk about <br />getting some of the discretionary funds for secondary roads. <br />Commissioner Willhoit asked that during the TIP process, the County., <br />encourage an increased utilization on a statewide basis of alternativ. <br />construction material like flyash, tires, rubber, etc. He asked that this b.:- <br />included in the TIP statement. <br />Carol Carter stated that the bridge maintenance money is really tight. <br />She has let DOT know of these concerns. She will get a list of those bridges <br />which have been painted. <br />Carol Carter continued listing the potential projects as included in <br />the agenda abstract. <br />Commissioner Gordon made reference to the list of intersections and <br />asked why it.has changed from.two years ago.... Carol Carter. stated that the.... <br />list was developed from the high accident list from 1991 to the present. <br />There may have been some improvements to intersections which have decreased <br />the accidents or the severity of the accidents. <br />With regard to projects in the incorporated areas of the County, Carol <br />Carter indicated,that the County will present two statements -- one with the <br />independent list and one with the MPO list. Commissioner Gordon will work <br />with the staff on two separate statements and send them to the County <br />commissioners to get their approval/input before making her presentation on <br />October 25 at Jamestown. <br />A motion was made by commissioner Insko, seconded by Commissioner <br />Halkiotis to approve the orange County priority list and authorize <br />commissioner Gordon to update the MPO list and to distribute this to all Board <br />Members before getting Chair Carey's signature and presenting it at the TIP <br />hearing where she will speak in support of identified transportation <br />improvement needs. <br />VOTE: UNANIMOUS <br />ADDED ITEM
