560 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />OCTOBER 19, 1993 <br />The Orange County Board of Commissioners met in regular session on <br />Tuesday, October 19, 1993 at 7:30 p.m. in the OWASA Community Room in <br />Carrboro, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Vice-Chair Stephen H. Halkiotis (arrived <br />at 7:50 p.m.) and Commissioners Alice M. Gordon, Verla C. Insko and Don <br />Willhoit. <br />COUNTY COMMISSIONER ABSENT: Moses Carey, Jr. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant <br />County Managers Albert Kittrell and Rod Visser, Clerk to the Board Beverly A. <br />Blythe, Planner Emily Cameron, Transportation Planner Carol Carter, Purchasing <br />Director Pam Jones, Commission for Women Director Lucy Lewis, Planner David <br />Stancil and County Engineer Paul Thames. <br />NOTE: ALL ITEMS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT AGENDA FILE <br />IN THE CLERK'S OFFICE. <br />I. ADDITIONS OR CHANGES TO THE AGENDA <br />An amendment to the Regular Meeting Calendar was added to the agenda <br />...,.as item III-F. <br />Corrections to the minutes of September 21 and October 4, 1993 were <br />accepted. <br />A request for a fireworks permit was added as item VIII-D. <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Commissioner Gordon stated that anyone who has indicated a desire <br />to speak to an item on the printed agenda would be recognized at the <br />appropriate time. <br />B. MATTERS NOT ON THE PRINTED AGENDA <br />David Underwood from the ArtsCenter stated his desire to petition <br />the Board for a fireworks permit. He explained that they are doing a play <br />called "Knock knock" which uses two flashpots. He did not realize until two <br />days ago that a permit was needed. He has the approval of the Carrboro Fire <br />Department. He presented his credentials, a description of what they will be <br />doing and an insurance statement. These had not been reviewed by the County <br />Fire Marshall. He stated that this play will be inside and it is standard <br />practice for theaters to use flashpots in creating smoke effects on the stage. <br />He stated that he has experience in working with flashpots. This was added <br />as item VIII-D. <br />PUBLIC CHARGE <br />Commissioner Gordon dispensed with the reading of the public charge. <br />III. ITEMS FOR DECISION - CONSENT AGENDA
