2 <br />• Correct any identified inconsistencies that exist within the individual regulatory <br />standards, <br />• Begin updating the following sections of the Zoning Ordinance: Article 9 - Signage, Article <br />10 -Parking, Article 12 -Landscaping, and Article 6 -Dimensional Requirements <br />including, but not limited to: Section 6.31 Lighting and Section 6.27.11 Stream Buffers, <br />• Revise existing subdivision regulations to incorporate recent changes to State law and <br />eliminate identified inconsistencies, <br />• Develop a Conditional UselConditional zoning process for review and comment, <br />• Update existing graphics and tables detailing development standards, and <br />• Provide recommendations for subsequent phases of UDO amendments and 2030 <br />Comprehensive Plan implementation. <br />SUBSEQUENT PHASES: Naturally, during development and review of the initial UDO there will <br />be tendencies to provide comments and ideas in areas where changes are not being made <br />during this project phase. In these cases, comments and ideas will be documented for <br />consideration in the next phase of UDO amendments. <br />It is a primary task of the County's Consultant, Clarion Associates, to document comments and <br />provide formal recommendations tothe County on subsequent phases of UDO amendments. <br />FIRST DRAFT UDO: The first draft UDO is approximately 750 pages and combines all existing <br />land development regulations under one cover. Although a sizeable document, staff has <br />"tracked" changes to enable the reader to identify new text from existing as quickly and easily as <br />possible. Furthermore, a comparative table (distributed in the August 23, 2010 work session <br />packet and available on-line} has been prepared as a tool for anyone interested in knowing <br />where existing regulations are located within the new UDO format. <br />The first draft does not contain graphics the Consultant will insert for the public hearing draft and <br />most of the tables contained in the first draft will be reformatted by the Consultant. Notations of <br />where graphics will be inserted and tables are to be reformatted are highlighted in the <br />document. <br />The draft UDO is available to the public on the Planning Department's website and upon <br />request, can be provided on CD. <br />WRITTEN COMMENTS: Planning Staff encourages BOCC, advisory board, and public review <br />and comment on the first draft. It would be helpful if individuals would please submit comments <br />digitally. A form has been prepared for this purpose and is available on the Planning <br />Department's website (www.co.oran ~ e.nc.usllannin ~ /UDO.asp). This form will also be <br />included on any CD copies of the UDO that are provided. <br />In order to be considered for inclusion into the draft document that will be presented at the <br />November 22, 2010 public hearing, comments must be received no later than 9:00 a.m. on <br />Monday, September 20, 2010. Planning staff will review comments and incorporate them as <br />appropriate before sending the document to our Consultant to format the tables and insert <br />graphics. <br />
