A motion was made by Commissioner Hemminger, seconded by Commissioner Gordon <br /> to appoint Kyle Kaplan to a partial term ending March 31, 2011 and James Carter to a first full <br /> term ending December 31, 2012. <br /> VOTE: UNANIMOUS <br /> e. Orange County Planning Board — New Appointments <br /> The Board considered making new appointments to the Orange county Planning <br /> Board. <br /> Commissioner Pelissier said that she would like to defer making appointments to the <br /> Planning Board. She thinks that some of the issues have not been addressed with this <br /> advisory board. The Board has discussed having some improvements to the selection <br /> process. There are 30 people in the applicant list for the Planning Board and only three of <br /> these applied in 2010. This raises questions about the process of recruiting. <br /> A motion was made by Commissioner Pelissier, seconded by Commissioner Nelson to <br /> defer this appointment. <br /> Commissioner Jacobs asked the Clerk to advertise for this in the Northern Orange Xtra <br /> because there was only one applicant from Cedar Grove. The Clerk will also try and recruit <br /> someone from Cheeks Township. <br /> Commissioner Gordon suggested that this come back to one of the November <br /> meetings. <br /> These comments were added to the motion. <br /> Commissioner Yuhasz said that he would like to develop a list of criteria or list of <br /> questions to ask applicants. <br /> VOTE: UNANIMOUS <br /> 12. Board Comments <br /> Commissioner Nelson — none <br /> Commissioner Gordon gave a report on the DCHC Transportation Advisory Committee <br /> (TAC). She said they are still working on the Triangle Regional Transit Program, and she gave <br /> a summary of the TAC discussion. Also, the State Transportation Improvement Program has <br /> (STIP) been released, which means that the Metropolitan Planning Organization will be <br /> working on the Metropolitan Transportation Improvement Program (MTIP). She thinks that the <br /> County Commissioners should follow this closely and be prepared to submit their comments. <br /> She said that the Durham-Chapel Hill-Orange Work Group also met and a lot of the discussion <br /> revolved around parking structure that is being proposed as part of the NC 54 Corridor Study <br /> near the intersection of NC 54/1-40. This is also the corridor where the light rail is supposed to <br /> go, so it is a very important area and there is not unanimity of opinion about the parking lots. <br /> Commissioner Pelissier encouraged all of the County Commissioners to participate in <br /> Project Homeless Connect Orange County on November 41h. She serves on the Partnership to <br /> End Homelessness and last year she volunteered for this event. <br /> Commissioner Hemminger— none <br /> Commissioner Yuhasz said that there was an item on the consent agenda about <br /> allocation of payment-in-lieu funds. He said that when he came on the Board he had <br /> questions about how the County can spend money on open space out of that fund and the <br /> answer was that there would have to be access to the open space. He would like to have <br /> some idea of how and when the County is going to provide public access to the open space <br /> that payment-in-lieu money has contributed to. <br /> Commissioner Jacobs said that there is a proposal to build a 2,000-vehicle parking <br /> deck that would be partly intended to serve the Friday Center. Some of the Durham <br />
