Chair Foushee said that she does not know what staff will bring back in a month <br /> because they cannot bring back any money. She said that Carr Mill Mall does not work so the <br /> staff should not be asked to find another location. She does not think it is fair to ask the staff <br /> to bring back this information within two weeks to a month's time. <br /> Commissioner Hemminger said that she does not like this decision either, but staff is <br /> not going to be able to find more money for this right now. She thinks that if it is put in one <br /> location, then more individuals will be served in the County. She does not like it, but it works <br /> better for more people. She said that she will vote against extending this for two more weeks. <br /> Commissioner Nelson said that his preference is to look for another location in Orange <br /> County and that means the Board of County Commissioners will need to find more money. He <br /> said that getting more information is not going to alleviate his concerns. <br /> Commissioner Yuhasz asked Rosemary Summers about the possibilities of finding a <br /> location in the southern part of the County. <br /> Rosemary Summers said that even if they find an alternate location, they would still be <br /> providing services part-time in both locations. There would still be considerable up-fit costs in <br /> terms of adding plumbing to every dental room. In the Whitted facility, there is already water in <br /> every room because they are exam rooms. <br /> Frank Clifton said that this coming budget year is going to be more difficult than last <br /> year and many departments are trying to provide the same amount of services with less <br /> money. Regarding the information that the Board is requesting, he said that they have no idea <br /> how many people take the bus now to Carr Mill Mall and he does not know how to determine <br /> this. In the end, the decision will not change. <br /> VOTE: Aye, 1 (Commissioner Gordon); Nays, 6 <br /> A motion was made by Commissioner Yuhasz, seconded by Commissioner Hemminger <br /> to approve the Manager's recommendation, which is to exercise Option 2 to close the dental <br /> clinic at Carr Mill Mall and consolidate services in Hillsborough as recommended by the Board <br /> of Health with a start date no later than July 1, 2011 for consolidation of services. <br /> Commissioner Jacobs made a friendly amendment to ask staff to consider a staggered <br /> hour model and detail a more robust voucher system and state affirmatively that it is the intent <br /> to restore a second site prior to 2021. Commissioner Yuhasz accepted the amendment. <br /> VOTE: Ayes, 5; Nays, 2 (Commissioner Gordon and Commissioner Nelson) <br /> Frank Clifton said that staff will continue to explore options for a second site and <br /> partnerships. <br /> Commissioner Pelissier said that for the long-term that the County should attempt to <br /> get all of the human services in one place for both areas of the County (DSS, dental, health, <br /> etc.). <br /> Commissioner Gordon said that this should be balanced so that we do not have an <br /> area of the County that is not being served. She noted that we have already consolidated most <br /> of social services in Hillsborough to the DSS building at the Hillsborough Commons, and now <br /> we are consolidating dental services in Hillsborough. Chair Foushee agreed. <br /> b. Link Government Services Center Phase 2 Cost Estimate <br /> The Board considered estimated project costs as discussed on June 10, 2010; and <br /> authorizing staff to proceed with formal Construction document preparation and bidding of the <br /> project. <br />
