Foushee, and Commissioners Alice <br /> 17 Gordon, Pam Hemminger, Barry Jacobs, Mike Nelson, Bernadette Pelissier, and Steve Yuhasz <br /> 18 COUNTY COMMISSIONERS ABSENT: <br /> 19 COUNTY ATTORNEYS PRESENT: <br /> 20 COUNTY STAFF PRESENT: County Manager Frank Clifton and Clerk to the Board Donna S. <br /> 21 Baker (All other staff inembers will be identified appropriately below). <br /> 22 <br /> 23 <br /> 24 1. Capital Investment Plan <br /> 25 Financial Services Director Clarence Grier said that staff has worked on this plan and <br /> 26 they now have some recommendations in the policy and the debt management plan that he <br /> 27 would like to go over. Also, they are proposing to change the Capital Improvement Plan to a <br /> 28 five-year plan versus a ten-year plan and changing the format of the document. <br /> 29 Michael Talbert summarized the changes. <br /> 30 <br /> 31 <br /> 32 Orange County is evolving into what will be the new normal. As we make this transition we are <br /> 33 recommending changes to both the format and policies included in the CIP. Outlined below are <br /> 34 the highlights of those changes: <br /> 35 <br /> 36 CIP Recommended Format Changes: <br /> 37 <br /> 38 1. Migrating back to a 5 year plan from the existing 10 year CIP. <br /> 39 <br /> 40 2. Changing the presentation date of the CIP to the Board to January. <br /> 41 <br /> 42 3. Including County Capital, Solid Waste, and Schools Capital into one CIP. <br /> 43 <br /> 44 4. Including a schedule of Active County Capital Projects. <br /> 45 <br /> 46 5. Including Capital Reserve Balances. <br /> 47 <br /> 48 6. Including a Debt Service and Debt Capacity Schedule. <br /> 49 <br />
