Commissioner Willhoit noted that while he is in favor of increasing <br /> teacher funding he is opposed to two different policies on supplemental pa' <br /> which increases the inequities between the two systems. <br /> After an extended discussion it was decided that what was needed was tol <br /> know the goals in terms of supplemental pay for each of the two systems and <br /> also to look at the standards on salaries which are substantially more, in <br /> Chapel Hill/Carrboro than in Orange County Schools. <br /> LIBRARY <br /> Carrboro Mayor Kinnaird asked for funding for a Carrboro branch of the <br /> Orange County library. She noted that in 1987 a study was done which <br /> determined that the best place for a branch library was Carrboro. The Town <br /> of Carrboro supports this proposal and will contribute $2, 000 toward this <br /> effort. She feels that Carrboro has helped to support the animal shelter for <br /> several years when they didn't need to and that the library and animal shelter <br /> money is not related. The school system has offered them space for a library <br /> but they need money for startup costs. The Friends of the Library would. like <br /> for the County Commissioners to include this in their budget. <br /> Nancy White spoke on behalf of the. Friends of the Library. She talked <br /> about the lack of equity and distribution of funds for the library. She feels <br /> that Carrboro has paid their fair share and not received the services although <br /> the bookmobile does serve the Carrboro area. She asked that library funds be <br /> allocated on a per capita basis and that Carrboro be allocated an additional <br /> amount for startup costs or that the funds be divided differently. She noted <br /> that Carrboro citizens use the Chapel Hill Library which has 66%, of the <br /> population yet, receives only 34 . 5% of the money. They are asking for $70,000:., <br /> to fund two positions, rental and furnishings. <br /> John Link indicated that a lot of things need to be addressed befox_.... ` <br /> considering this request. If money is redirected to a branch in Carrboro, <br /> they must consider those things being taken away from other citizens in the <br /> County. Also, he just learned today that Caswell is proposing to pull out of <br /> the Hyconeechee Library System in December, 1993 which will have an impact on <br /> the state funds they currently receive. <br /> Commissioner Insko noted that the process set forth to study this <br /> request is not far enough along to be included in this year's budget. She <br /> feels the Board is supportive of this effort.. - . <br /> Commissioner Willhoit noted-that the -money allocated to the Chapel <br /> Hill Library is for all the citizens in orange County including Carrboro. The <br /> issue is how to best provide library services to the citizens of southern <br /> Orange County. He does not support a library for Carrboro. There are many <br /> other areas in the county that would also like a branch library like Bingham <br /> Township, Little River and Cedar Grove. <br /> With regard to equity, Chair Carey noted that all the citizens in <br /> the County must be considered in this issue including those in Cedar Grove and <br /> Efland. The reason the library is in Hillsborough is because there was a <br /> facility and it is the County seat. <br /> Commissioner Halkiotis would like to see the schools involved with <br /> providing library services to the community. Mary Bushnell indicated this is <br /> something they are considering. <br /> It was decided that the County would continue to participate in tr <br /> planning process, wait to see what happens with Caswell and work with ti. <br /> Friends of the Carrboro Library to see what options are available and what <br /> money may be available for this effort.
