or~~--a~~o--~~~ <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: November 4, 2010 <br />Action Agenda K <br />Item No. <br />SUBJECT: Approval of Budget Amendment 3-A for Energy Efficient Lighting installation in <br />Triangle Sportsplex <br />DEPARTMENT: Asset Management & PUBLIC HEARING: (Y/N) No <br />Purchasing Services (AMPS), <br />Financial Services <br />ATTACHMENT (S): <br />A -Energy Efficient Lighting, Triangle <br />Sportsplex <br />B -Grant Summary (Application Excerpt) <br />INFORMATION CONTACT: <br />Pam Jones, AMPS, 245-2652 <br />Jeff Thompson, AMPS, 245-2658 <br />Michael Talbert, Financial Services, 245- <br />2153 <br />PURPOSE: To consider approving Budget Amendment 3-A appropriating $29,350 from the <br />Sportsplex Fund Balance and $16,590 from the Federal Energy Efficiency Community <br />Development Block Grant Funds for the installation of energy efficient lighting within the <br />Sportsplex facility. <br />BACKGROUND: Orange County received a $48,000 grant from the Federal Energy Efficiency <br />Community Block Grant ("EECBG") Energy Efficiency for County & Municipal Buildings <br />(Recovery Fund) program in April, 2010 to invest in proven energy efficient building systems <br />within the Triangle Sportsplex. The grant funds are available through December 31, 2011 to <br />provide a 50% match to County funds in providing for energy efficient systems to significantly <br />reduce energy use and carbon emissions while enhancing energy cost savings. The grant <br />funds are designed for the installation of high efficiency lighting within the ice rink (the <br />recommended pool lighting upgrade component is not grant eligible), low emissivity ceilings <br />within the ice rink, and solar hot water delivery systems for the public restrooms throughout the <br />facility. <br />The County has solicited a qualified low bidder (Harris Brothers Electric) for the energy efficient <br />lighting installation to replace the energy intensive metal halide fixtures installed during the <br />original construction of the facility in 1994 (See attachment A, "Energy Efficient Lighting, <br />Triangle Sportsplex"). The County will soon advertise for the installation of the energy saving <br />low-emissivity ceiling system for the ice rink. Based on available grant dollars after the low- <br />emissivity bid, Orange County may be able to consider the solar hot water system for the facility <br />as well. Attachment B, "Grant Summary (Application Excerpt)", provides an overview of the <br />grant application and the projected energy savings. <br />
