2 <br />services and/or provides in-kind contributions, consultations, and free or low-cost use of <br />County facilities for office and/or meeting space • <br />• Re-drafting the Professional Services Agreement executed between the County and the <br />Outside Agency following BOCC decision and determination of funded amount for the <br />new fiscal year <br />• Continuing to strengthen communication and correspondence with Outside Agencies <br />through the Third Sector Alliance - an informal coalition of nonprofits serving Orange <br />County residents -about the need and desire for change and renewed emphasis on <br />working together across agency and governmental lines <br />The County received applications from 56 Outside Agencies in February 2010 for the FY2010- <br />2011, with financial requests totaling $1,401,896. At a budget work session in April, the BOCC <br />reviewed summary descriptions of how neighboring counties handled outside agency <br />applications and continued grappling with issues of legacy funding, agency performance, equity <br />considerations, and the conflicts caused by shrinking resources. The "takeaway" for County <br />management was to retain the previous commitment by the BOCC to "preserving the social <br />safety net as the highest priority" among Outside Agency endeavors. <br />After extensive review by a network of County operating departments, and OPC, along with <br />their associated advisory boards, the County Manager recommended funding 36 agencies for a <br />total of $848,600, a decrease from FY2009-2010 of $195,124, in the June budget presentation. <br />The BOCC, in adopting its final budget for FY2010-11, modified the County Manager's <br />recommended budget to fund five (5) additional Outside Agencies and eliminate funding for • <br />one, increasing County appropriations to this category by a net $54,479. <br />Attachment 1 shows the final Outside Agencies Allocations for FY2010-11 and Agency <br />Descriptions. <br />The BOCC indicated in its spring work session on the subject, and reiterated during budget <br />work sessions last summer, a desire to spend focused time in the fall of 2010 re-visiting its <br />operating philosophy and approach to funding Outside Agencies in preparation for FY2011- <br />2012. Some of the "big" questions pending from prior discussions include -but are not limited <br />to: <br />1. What is the basis for why an Outside Agency is selected for Orange County <br />funding? <br />2. Does funding in one year carry forward to a commitment to future years? <br />3. Should a limit be considered to the level of funding given to a single Outside <br />Agency in a given year and should there be a particular limit in total dollars to all <br />Outside Agencies in a given fiscal year? <br />4. Are there any other defining criteria the BOCC wants to assert for future Outside <br />Agency selection and funding? <br />Attachment 2 is a summary of potential responses to the "big" questions to support BOCC <br />discussion. • <br />
