Fikes, 919-245-2490 <br />PURPOSE: To receive public comments regarding a proposed application to the N.C. <br />Department of Commerce for Small Cities Community Development Block Grant (CDBG) <br />Program funds for an Infrastructure Hook-Up Program in the amount of $75,000. <br />U <br />BACKGROUND: <br />Orange County has been invited by the <br />Community Assistance to apply for $75,000 <br />funds for an Infrastructure Hook-Up Program. <br />N.C. Department of Commerce - Division of <br />in Community Development Block Grant (CDBG) <br /> <br />Prior to submission of an application two public hearings are required -one during application <br />development and a second hearing after the application has been developed. The first public <br />hearing was held at the Board of Commissioners' October 5, 2010 meeting. At that hearing two <br />members of the Rogers Road community requested assistance with utility connections in their <br />neighborhood. .Additionally, Commissioners expressed the potential need for infrastructure <br />connections in other areas of the County including Efland and Hillsborough. Should this CDBG <br />funded program be available in the future, County staff will make a targeted effort to inform <br />these communities of the availability of funds for public water/sewer connections. <br />For this year's application, County staff has worked with Rogers Road community leaders to <br />develop the current proposed application. This application includes infrastructure hook-ups for <br />nine (9) homes in their community as detailed in the attached summary. <br />This public hearing was advertised in the local news media as required by the County's Citizen <br />Participation Plan. All comments received will be included in the grant application that is due <br />October 29, 2010. <br />FINANCIAL IMPACT: A successful application will provide $75,000 in this community for the <br />connection of nine (9) low and moderate income households to existing water or sewer lines. <br />RECOMMENDATION(S): The Manager recommends that the Board receive public comments <br />regarding the proposed application. <br />
